Description
This is a Sources Sought Notice Only for the Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) a component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. �THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of this notice. �The BEP WCF has a requirement to provide transportation, storage, treatment, and/or beneficial reuse of BEP WCF Treatment Plant Solids (TPS).� The proposed project is anticipated be a competitive, firm-fixed price contract.� The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantage Business, and Veteran Owned. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Description/Scope of Work: The BEP�s mission is to develop and produce United States currency notes, trusted worldwide.� As a result of printing U.S. Currency, the BEP WCF generates TPS, which require proper transportation, storage, treatment, and/or beneficial reuse in order to comply with applicable Federal and State regulations, specifically the Resource Conservation Act of 1984 (RCRA) in 40 Code of Federal Regulations (CFR) Parts 260-299 and Title 30 of the Texas Administrative Code (TAC), Chapter 335.� TPS must be packaged, labeled, and transported in accordance with 49 CFR Parts 100 to 177 Department of Transportation (DOT), if applicable. TPS is currently packed in 55-gallon open top steel drums (with a weight of approximately 600 pounds per drum).� Historically this waste stream has been classified as Non-Hazardous, Class 2 Industrial Solid Waste and disposed of via landfill through the BEP�s current waste disposal contractor. TPS consists of solids from WCF�s decanter centrifuges (Flottweg). In 2023, the WCF generated 1,866,760 pounds (3,164 drums) of TPS.� Between 2019 and 2023 BEP averaged 1,872,424 pounds (3,174 drums) of TPS.� BEP�s goal is for beneficial re-use of the TPS rather than continued landfilling. The BEP WCF will typically wait to request pickup, transportation, and disposal of TPS until a full truck load (typically 64 drums � single stacked) is obtained; however, the BEP WCF reserves the right to request pickup, transportation, and beneficial reuse of TPS before it has a full truckload. Firm�s response to this Synopsis shall be limited to 5 pages and shall include the following information: Firm�s name, Unique Entity ID (UEI), point of contact, phone number, e-mail address, and Website address, if applicable. Firm�s interest in providing a proposal on the pending solicitation once issued. Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of the performance, and customer satisfaction and dollar value of the project. �Minimum of 3 but no more than 5 similar jobs. Provide a statement including current small/large business including socioeconomic status (8a, SDB, HubZone, etc.) under NAICS Code 562111. Does your firm plan to utilize subcontracting or teaming arrangements in order to perform the �Description/Scope of Work above? If so, what percentage of the work do you anticipate performing?
