- NAVSUP WSS intends to award a Firm Fixed-Price one year Delivery Order under Basic Ordering Agreement (BOA) TBD to Parker Hannifin (59211) for PMA-265 (NAVAIR FA-18 Program Office) for Validation Verification (VAL VER) kits, including applicable Contract Data Requirements List (CDRL) requirements to improve reliability of NSN 7RH 1650-01-469-1468, PN 349900-1015, Trailing Edge Flap (TEF) Servocylinder. The Contractor shall modify the design of TEF SERVO Part Number 349900-1015 to achieve a minimum design-controllable service life of 10 million cycles (to be verified by inspection after 30 percent life endurance test) and minimum derated in-service reliability projection of 1,100 mean flying hours between removals (to be verified via analysis). Retrofit Kit to perform Validation (1 each) Retrofit kit deliver to Fleet Support Team North Island (FST-NI) to perform Verification (1 each). As a result of this effort a new NSN and Part Number will be established for the VAL VER Kits. VAL VER kits and CDRLs will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Navy has determined that Parker Hannifin can only satisfy this requirement, and no other supplies or services will satisfy Navy requirements because this part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge or repair knowledge by the qualified source(s) require acquisition or repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing or repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activitys procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Interested parties shall provide a submission to jose.f.montesmontiel.civ@us.navy.mil that includes: 1) Company Name and Cage Code 2) Part Number and NIIN eligible to repair 3) Is your company the Original Equipment Manufacturer (OEM) 4) Is your company capable of repairing the PN in 2 but your company is not the OEM a) Explain how your company has the technical capacity to perform the necessary repairs. 5) Is your company a Small Business If so, what type of Small Business 6) Company POC An alternate source must qualify in accordance with the design control activitys procedures, as approved by the cognizant Government engineering activity. The subject items require Government source approval prior to contract award. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure for Repair. This brochure identifies technical data required to be submitted based on your companys experience in repair of the same or similar items. This brochure can be obtained by emailing the NAVSUP WSS PCO. If your request for source approval is currently being evaluated at NAVSUP WSS and or NAVAIR, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on Fleet support needs. This synopsis is for informational purposes only and it is not a request for competitive proposals. Responsible sources may submit a capability statement with sufficient detail that clearly demonstrates the capability to satisfy the requirement no later than 2:00 PM (EST) (date).
