Description
UPGRADE FIVE BROOKS WATER SYSTEM, POINT REYES NATIONAL SEASHORE, MARIN COUNTY, CALIFORNIA. The National Park Service (NPS) at Point Reyes National Seashore, located within Marin County, California, has a requirement to upgrade the Five Brooks Water System. The project is located in the area surrounding the Five Brooks Trailhead in Point Reyes National Seashore, CA. The Five Brooks Trailhead is located off Highway 1 (aka Shoreline Highway) approximately 4.4 miles south of Olema, California. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. All work shall be performed in accordance with local, state, and federal laws. Per FAR 36.204 the project range is estimated to be between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $45 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The contract work consists of the following: Water Distribution System Improvements (the installation of high-density polyethylene (HDPE) pipe and all associated appurtenances including valves; fittings; combination air and vacuum release valve assemblies; blow off assemblies; reduced pressure zone assemblies; service connections including water meter, meter setter, meter box, and miscellaneous fittings; miscellaneous piping; and all other elements related to the water distribution system shown on the plans. Also included in this work is all trench excavation, backfill, compaction, and compaction testing; all required utility locates; demolition and/or salvaging of existing water distribution system components shown on the plans including reservoirs, booster pumps and controls, pressure tanks, air release valves, service connections, piping, valves, and fittings and transportation of salvaged materials for government use to a location indicated in the specifications; cutting, capping, and abandoning water lines; and restoration of surfaces disturbed during construction to their original condition. All disinfection, bacteriological testing, pressure testing of watermains, and other testing of distribution system appurtenances is included. All mobilization and demobilization associated with the work is included), and Pumphouse Improvements (this item consists of all site preparation work required for installation of a new pre-engineered wood stud frame construction pumphouse addition and concrete slab-on-grade foundation, installation of the pumphouse addition and foundation, and internal building components. It also includes installation of a new VFD booster pump system and controls, chemical metering system, flow switch, piping, valves, generator manual transfer switch and docking station, other components shown in the plans, and all electrical work required for the system to function as intended. The project contains one bid option to complete Well Destruction (this item consists of destruction of the groundwater well indicated on the plans, obtaining required permits, and salvaging of the well pump, including transportation of salvaged materials for government use to a location indicated in these specifications. The Request for Proposal (RFP) will be available on/about May 15, 2024, by electronic means only and can be downloaded along with all related attachments from the Contracting Opportunities website at www.sam.gov. The RFP will close 30 days from the actual date of issuance. The offeror is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (project experience, California contractor license, schedule, and past performance) as listed in the Request for Proposal. An organized site visit will be scheduled. While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. See Section L of the RFP (when issued) for more information regarding the date, time, and location of the site visit.
