Description
This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract is estimated for final completion by 09/30/2027. In accordance with 38 U.S Code 8127 the Veteran s First Contracting Program, this requirement does not meet the Rule of Two. This requirement will be awarded using other than competitive procedures when such concern is determined to be a responsible source with fulfilling this requirement. The North American Industrial Classification System (NAICS) code for this procurement is 621991 Blood and Organ Banks, with a small business size standard of $40 million. The FSC/PSC is 6505, Drugs and Biologicals. The Department of Veterans Affairs Medical Center, Network Contracting Office (NCO) 9, on behalf of Memphis VA Medical Center (VAMC), 116 N Pauline Street, Memphis, TN 38105 is issuing an intent to award sole source open market, base + two (2) year option to renew, firm fixed priced contract to Vitalant Research Institute, a large business to provide the requested consumables. Vitalant Research Institute is the original equipment manufacturer and has proprietary to the product and supplies. The product is only available direct buy to the VA. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit capability statement no later than 10:00 am., CT, Friday, May 10, 2024 to: delaney.dickey@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to Vitalant Research Institute without any further notice. Capability statement /information sought: Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents UEI number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
