- NOTICE OF THE INTENT TO SOLE SOURCE TO NORTHEAST EMERGENCY APPARRATUS LLC, 440 Washington St, Auburn, ME 04210, UNITED STATES. Response Due Date: May 06, 2024, by 10:00AM (EST) NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS Network Contract Office 1, Procurement Office East on behalf of The Department of Veterans Affairs, Togus VA Medical Center located at 1 VA Center Augusta, ME 04330-6796 intends to award a firm-fixed contract for delivery of (1) SAM BOOST Apparatus components for Ferrara Truck Production # H-7169; VIN 4S9DT2D90RC560311 along with Nozzles and controls for SAM BOOST system, with installation and programming The proposed procurement is for services for which the Government intends to solicit and negotiate with only one source in accordance with FAR13.106-1(b) Simplified Acquisition Procedures. The North American Industry Classification System code (NAICS) for this requirement is 336120. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Divianna.Mathurin@va.gov . The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. STATEMENT OF WORK TOGUS VA MEDICAL CENTER Title of project: Outfitting new 2024 Fire Engine with replacement and required equipment. Introduction: This request is to purchase equipment for the facilities new 2024 Fire Engine being delivered in the spring of 2024. All equipment to be purchased is to replace outdated equipment or is new required equipment. All instillation and fabrications will be performed at Northeast Emergency Apparatus in Auburn Me, the factories authorized dealer before final acceptance. Authority for the project: The purchase of equipment and work to be performed has been reviewed and approved by the Fire Chief. Purpose of the project: To have all approved equipment to be installed, fabricated, and set up by a factory authorized dealer. Background: This new 2024 Ferarra Fire Engine will replace the facilities oldest 2008 Ferarra Fire Engine. When delivered the truck will be outfitted and ready to be placed in service. Scope and methodology: Dealer supplied and installed equipment will be covered under the trucks factory warranty. Any work preformed on the truck in house or at another service center after delivery will not be covered under warranty. Tasks and associated deliverables: None Description of tasks and associated deliverables: None DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C241-24-AP-2857 Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of the Department of Veterans Affairs, VISN 1, Togus VA Medical Center, 1 VA Center, Augusta, ME 04330 6796. Funding 402-24-2-4809-0153. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, sole source requirement. The Contracting Activity is looking to acquire (1) SAM BOOST Apparatus components for Ferrara Truck Production # H-7169 manufactured by OEM SB Ferrara Fire Apparatus, (UEI: K84QVFQTYZ93) 27855 James Chapel Rd N, Holden, LA 70744 and solely distributed by their Northeast Distributor, Northeast Emergency Apparatus LLC (UEI: ND2ZCEFVMZ8), 440 Washington St, Auburn, ME 04210. The SAM BOOST is a retrofittable system that includes automation to add safety and efficiency Togus VAMC s existing fire truck. SAM BOOST uses SAM technology to provide SIMPLER, FASTER and SAFER hose line attacks on the fire. SAM BOOST is different from the full SAM system as it is a scaled down version that uses the core of the SAM system to allow up to 2 hose lines to have automated water flow that can be charged at the nozzle. This new 2024 Ferrara Fire Equipment will replace Togus VAMC s oldest 2008 Ferrara Fire equipment. Estimated Amount $______________. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This request is to acquire equipment and upfitting services to be performed on the Facilities New 2024 Fire equipment All equipment to be purchased is to replace outdated equipment or is new required equipment. All installation and fabrications will be performed at Northeast Emergency Apparatus in Auburn Me, the factories sole authorized dealer before final acceptance. The VA Togus Healthcare System currently has two Ferrara Engines which were previously acquired in 2022 under contract 36C24122P1029. One is being replaced with the new 2024 equipment. Northeast Emergency Apparatus is the sole Ferrara factory authorized dealer in Maine and currently provides all apparatus service and warranty work to both current apparatuses. Togus VAMC s Fire Department currently has a 2008 Ferrara Fire Apparatus as their primary response vehicle. The addition of a similar apparatus would eliminate having to make changes to the Fire Station Building (hose/nozzle/ wall inputs), vehicle exhaust ejection system, retraining of Fire Department personnel, and familiarizing with a different apparatus. By acquiring an apparatus of similar manufacture, it prevents wasting both facility money and time for the above items. Ferrara Fire Apparatus has an outstanding reputation, and the Fire Dept service currently has a 2008 model Ferrara that is in service currently previously purchased under contract 36C24122P1029. Togus Firefighters are currently familiar with the controls, and the layout of the equipment. Ferrara Fire Apparatus also has a factory Service Center within 40 miles of the VA Maine Campus, which on many occasions has been a benefit of not leaving the facility without firefighting capabilities, for extended periods. By acquiring a Ferrara apparatus, it not only provides best value for the initial purchase but also lowers the cost of future preventative maintenance and repairs. Fire Fighting safety is paramount; the firefighters of the VA Maine Fire Department have already received the required training on Ferrara Fire Apparatus. The standard controls and valves on the pump panel will need to be identical to the ones currently in use. The ease of transition from the old equipment to the new equipment will save time and money. Description of market research conducted and results or statement why it was not conducted: The Contracting Activity queried several sites including FPDS, GSA E-Library, SBA DSBS and VetCert. The first search using NAICS 336120 on VetCert yielded 38 total results. GSA search using keyword SBA DSBS search using keyword Ferrara along with NAICS 336120 yielded 1 result, SB Swift Group LLC located in Arizona, USA, however they are not authorized by Ferrara to provide in the state of MAINE as Ferrara authorizes certain distributers per region. FPDS search using keyword Ferrara yielded 4 contract actions related to the previous purchase of the fire truck for Togus VAMC in 2022 under contract 36C24122P1029. Intent to Sole source notice was published to contract opportunities along with the justification on 04/30/2024, receiving 0 responses to date. All market research leads to SB Northeast Emergency Apparatus, LLC being the only contractor able to provide the equipment and services being requested. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
