Page 16 of 16 THE DEPARTMENT OF VETERANS AFFAIRS IS SEEKING CLINICAL SPACE IN NORRISTOWN, PA This announcement is for Market Research purposes only. It is not a solicitation. There is no solicitation at this time. The VA Readjustment Counseling Service Office, Network Contracting Office 4 (NCO4) desires to lease sufficient net usable square footage to yield a minimum of 3,969 with no more than 4,167 of contiguous net usable square feet (NUSF) within the boundaries established below in Norristown, PA. for 5 Years Firm Term and 15 years Soft Term. The space shall be configured to house a Veterans Center which provides for Veteran s readjustment after military service by the Philadelphia VA Medical Center, Philadelphia, PA. All space must meet all Government requirements for fire safety and ADA accessibility. On-site parking is required for a minimum of 25 vehicles including ADA accessible spaces. GENERAL: The Lessor shall provide clinical space as identified herein, for which the Philadelphia, Department of Veterans Affairs (VA) Readjustment Counseling Service Office will operate as a Vet Center. The rental rate shall include all requirements herein identified. The location was chosen because it supports the needs of Veterans and will reduce beneficiary travel expenditures by reducing the need to travel long distances to access care. It also supports increased patient and family satisfaction with close proximity to highly populated residential and commercial areas. This will in turn improve quality and continuity of care with more convenient access, more timely attention to medical problems, and reduction in wait time. North Boundary: Whitehall Road/Morris Road South Boundary: Plymouth Road, Interstate 276 East Boundary: Layfette Road West Boundary: Route 202, W Germantown Pike A market survey of properties offered for lease will be conducted by VA. SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/ and have the technical skills and financial capabilities necessary to perform the stated requirements. Only SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. SDVOSB and VOSB firms may provide a Capabilities Statement if they are interested in participating in this project. A submission checklist and information sheet are provided below for firms to fill out and submit, which will serve as the firm s Capabilities Statement. Capabilities Statement Will Include: 1. Company name, address, point of contact, phone number, Dun & Bradstreet number, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at (https://www.vetbiz.va.gov); 3. Evidence of ability to offer under NAICS Code 531120 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; 4. A summary describing at up to three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing Federal leased facilities or health care facilities relevant to the project described above. (3-page limit); 5. Evidence of capability to obtain financing for a project of this size. If desired, the company may also submit a narrative describing its capability. Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. Expressions of Interest must be submitted to the Lease Contracting Specialist electronically to Trevor.Seiling@va.gov by 4:30pm Eastern Time, Monday May 14, 2024 and must include the following information: Building name, address and location of available space Amount of offered space in Rentable Square Feet (RSF) and Net Usable Square Feet (NUSF) Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property Amount of parking available on-site Interested parties should provide a description of the property(ies) that they are submitting for the market survey to include address, available rentable and usable square feet, and contact information. The Government is limited by law (40 USC 278a. as Amended 10-01-1981) to pay no more than the appraised fair rental value for space. And VA does not pay broker fees. Please note: This announcement is not a solicitation for offer, nor is it a request for proposals. A Request for Proposals (RFP) may be issued by the Department of Veterans Affairs at a later date.
