- DESCRIPTION This requirement is for the United States (U.S.) Department of Transportation (DOT), Federal Transit Administration�s (FTA), Office of Transit Safety and Oversight (TSO). TSO administers a national transit safety program and monitors program compliance to ensure safe, reliable, and equitable transit service in accordance with FTA policy and regulatory requirements. The Office of the Secretary of Transportation�s (OST�s) Office of Drug and Alcohol Policy and Compliance (ODAPC) Procedures for Transportation Workplace Drug and Alcohol Testing Programs, 49 Code of Federal Regulation (CFR) Part 40 and the FTA�s Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations regulation 49 CFR Part 655 requires grantees to implement and maintain an effective drug and alcohol testing program. The rules require employers conduct drug testing according to provisions of Part 40 and, to implement a testing program the transit industry relies upon private vendor service agents to perform most of the urine collections. TSO has identified the need for contractor assistance in support of the FTA�s mission in achieving the highest practical level of safety and oversight for all modes of transit. The General Services Administration (GSA) E-buy notice is an announcement seeking market research information on small businesses that believe they can provide the services in the attached Statement of Work (SOW). The capability package response for this sources sought/market research survey is not expected to be a proposal, nor will any award be made, but rather specific, detailed information regarding the company's existing experience in relation to the areas specified in the SOW for information and planning purposes only. The Government will not simply accept submission of your firm's standard brochure of capabilities as a response to this sources sought/market survey notice. The Government will not be responsible for any cost incurred by interested parties in responding to this request. If your firm has an interest, please provide a typed capabilities statement of no more than 5 pages. The following questions must be answered and elaborated on as part of the capability statement package response: (1) Past Performance Does your firm have the relevant past performance within the last three years (include contract number, contract type, total dollar value, point of contact (POC) with phone number and email address, and a brief description of the work performed)? 2) Corporate Experience Does your firm have the work experience within the last three years similar in nature, scope, complexity, and difficulty of work in the SOW? (3) Which labor categories did your firm utilize for this type of work under a task order awarded? Along with your capability statement package response, please include specific information that addresses your firm's capabilities to provide services as described in the attached SOW. Please provide your company's name, POC, address, phone number, email address, cage code and your business size under the North American Industry Classification System (NAICS) code along with your capability statement response. Complete capability packages must be submitted electronically to Ms. Crystal Elliott, Contract Specialist at crystal.elliott@dot.gov with a copy to Mrs. Stephanie Cooke-Nwadibia at Stephanie.Cooke-Nwadibia@dot.gov by Friday, May 3, 2024 at 1:00 PM Eastern Standard Time (EST). Please note that the Government will not be compiling a bidders list for this Request for Information (RFI) nor posting one. CONTRACT TYPE The Government anticipates awarding a single task order which would allow for issuance of a Labor Hour task order concerning this requirement if determined to be competed as a small business set-aside utilizing the Federal Acquisition Regulation (FAR) Part 8 procedures. PERIOD OF PERFORMANCE The anticipated period of performance will be one 12-month base period and three (3) 12-month option periods. PLACE OF PERFORMANCE The contractor shall furnish necessary facilities to undertake the scope of work and perform the services specific in this requirement.
