SUMMARY: Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify vendors that are interested in and capable of performing a Condition Assessment Studies (Boiler Useful Life Studies) on Boilers #1, #2 and #3. Located at the Hershel Woody Williams VAMC located at 1540 Spring Valley Drive, Huntington WV, 25704. DESCRIPTION OF WORK: BACKGROUND The Huntington VAMC needs a vendor to perform Condition Assessment Studies (Boiler Useful Life Studies) for 3 (three) onsite boilers, which are in Bldg. 3. These studies determine overall condition and safety of the equipment. SCOPE OF WORK Vendor will provide all parts, labor, equipment, and material for inspection, examination, condition evaluation and reporting of three (3) onsite boilers: Boiler #1, Manufacturer: Johnston, Date: 1989, Model: PFTA 509, Type Fire Tube -4 Pass, Size: 400HP, Normal OP: 90psi Boiler #2 Manufacturer: Kewanee, Date: 1998, Model: H35-350-G02-LE-200 Type: Fire Tube -3Pass, Size: 350HP, Normal OP: 90psi. Boiler #3 Manufacturer: Kewanee, Date: 1998, Model: H35-300-G02-LE-200 Type: Fire Tube -3 Pass, Size: 300HP, Normal OP: 90psi. Tasks to be accomplished: 1. Vendor will work with the Boiler Plant (Chris Lemon / 304-429-6755 x2360) to: Review plant safety regulations and lockout/tagout procedures Review equipment background information including safety relief valve data, manufacturers data sheets (if available), operating logs, maintenance and repair records, prior inspection data, and original or revised drawings. Comprehensive internal/external visual inspection of the boiler, boiler tubes, and casings/enclosure Ultrasonic measurements of the shell and tubesheet thicknesses for the determination of estimated rates of material depletion and working pressure projections Magnetic Particle Testing weldments on each tube sheet will be examined for surface discontinuities that may be indicative of cracking. Review the findings of the inspection team. Make specific recommendations concerning safety and/or maintenance concerns which should receive attention prior to object closure or operation. 2. The Vendor is responsible to leave the areas clean and organized daily. 3. Provie official Report within thirty [30] business days following site departure. This report will document the preliminary inspection report results plus: Observations and results of assessment activities Specific inspection results Probable causes and the significance of noted deficiencies. Recommendations based on inspection/evaluation results. Sketches and/or photographs documenting inspection findings. Evaluation of conditions relative to original design and current operating parameters All nondestructive test measurements and findings SUPPORTING INFORMATION Place of Performance The VAMC located at 1540 Spring Valley Drive, Huntington WV 25704. Period of Performance The Contractor shall perform all work during normal business hours, (unless other times are stipulated by the Contracting Officer s Representative (COR). Special Considerations Contractor Furnished Materials All labor, materials, equipment to perform the job. When furnish , provide , install , or similar term is used it shall mean a complete installation, ready for use. The vendor shall supply all parts, equipment, material, and labor to conduct work as listed in the Statement of Work above. The work will include all items as described in the Scope of Work listed above. Interested & Capable Responses:  NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources, capabilities, and qualifications necessary to provide the services required for the Hershel Woody Williams (VAMC). Please respond to this RFI/Sources Sought 36C24524Q0485 with your: Business name (including Unique Entity ID (SAM.gov)   Business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and   Person of contact (including telephone number & email address).    Capability statement and summary of previous experience providing these types of services for the Veterans Health Administration or other similar facilities.   Available contract vehicles (GSA FSS, etc.) for use by Department of VA (include applicable NAICS)  Brief Summary of categories of services that your company can/cannot provide.  Certification(s) / Licenses for meeting the local requirements to provide these services at the DC VAMC (if applicable)  Confirmation that your organization has the capability & expertise to meet the performance requirements while complying with applicable limitations in subcontracting by responding to the questions below with your response:    Do you intend to self-perform this effort?  If you are located outside the immediate area, how will you self-perform?  Or do you intend to subcontract work under this contract?  If you intend to subcontract work under this contract, how will you ensure compliance with the limitations on subcontracting?    Response Instructions:  Responses must be submitted by 13:00 PM (ET) May 2nd, 2024. This request for information/sources sought notice is for planning purposes ONLY and does not constitute a solicitation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., SDVOSB/SDVOSB set-aside, small business set-aside, full and open competition, etc.).  VA assumes no responsibility for any costs incurred as a result of a vendor s attendance to the Site-Visit nor the preparation of responses submitted as a result of this notice.
