- Description
- Fitzgerald Fine Arts Curation Services Product Service Code: R401-Support- Professional: Personal Care (non-medical) NAICS Code: 712110-Museums (Small Business Size Standards $34M Average Annual Receipts) Place of Performance: Clinical Center, Bethesda, MD 20892 POTS: 24-007989 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Office of Communications and Media Relations intends to award a fixed price contract on a sole source basis to Fitzgerald Fine Arts located at 3040 Magazine Drive, Winston-Salem, NC 27106 for a twelve (12) month base year and one option year for art curation services. The Office of Communications and Media Relations has a requirement for continued Fitzgerald Fine Arts curator services to manage the Clinical Centers Fine Arts Program. The responsibilities include providing art consulting and curatorial services, art installation and removal, providing changing art exhibits and displays that are suitable for a public government and healthcare environment, and maintaining the permanent collection. It is imperative to understand the Clinical Center is not merely a gallery space; it is a fully operational research hospital that operates 24/7, 365 days a year. Fitzgerald Fine Arts will continue to provide one designated on-site professional art curator to manage the Fine Arts Program. The Clinical Center adheres to Joint Commission assessments of hospital standards and requires artwork that is sensitive to the needs of patients and their families. Changing contractors would be significantly disruptive to the hospitals environment, particularly during the upcoming Joint Commission assessment visit. This service is particularly critical as the hospital seeks to increase its census of inpatient and outpatient volunteers. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Responses: Comments to this announcement should reference this posting number on the email subject line and may be submitted to the Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Sheri Eiri, Contract Specialist at sheri.eiri@nih.gov by the due date and time marked in this notice.
