- This is a combined synopsis/solicitation for Commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.��This announcement constitutes the only solicitation for Request for Quotation (RFQ) no.�75N97024Q00032. It is the intent of the National Library of Medicine to procure MAX DDOS Mitigation Services on a Sole Source basis from the State of Maryland Mid-Atlantic Crossroads from the University of Maryland on behalf of the National Institutes of Health, Center for Inforamtion Technology. This is not a competitive solicitation nor will a solicitation be issued.��The point of contact for submission of quotes is Karen Miller, Sr. Contracting Officer, NLM, at miller.kar@nih.gov.�� It has been determined that�governed by the Division of Information Technology at the University of Maryland College Park. MAX�s architecture enables a range of advanced communication services and application flows�designed to serve the academic, research, government, scientific, and business communities�within the Mid-Atlantic region. Connectivity to MAX�s network infrastructure can only be provisioned by MAX, making MAX the�sole source of MAX services. As MAX is a part of the University of Maryland College Park, and�the University is a State of Maryland agency, the State of Maryland is the sole possible vendor�that provides MAX services. Thus, any competitive procurement for MAX services would be�impractical. Federal procurement regulations require procurements to be done competitively whenever�practical. Sole source procurement is a non-competitive process that involves solicitation of a�proposal from only one source. The Office of Justice Programs states that sole source�procurement is permitted if �the item/service is available only from one source.� The purpose�of this sole source justification is to show that a competitive procurement is impractical when�seeking services from MAX.
