- ***The National Oceanic and Atmospheric Administration�s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Global Monitoring Laboratory (GML), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ChampionX LLC located in The Woodlands, TX for non-personal services for greenhouse gas air sampling flights to be performed near Trinidad, CA and Byers, CO. ***The sole source determination is based on NOAA�s requirement that ChampionX is the only vendor able to provide the required services. ChampionX has been successfully carrying out the flights offshore from California since 2010 and in Colorado since 2016. They have the aircraft, pilot qualifications, certifications, and required technical and flight expertise to carry out the required sampling flights. ChampionX has modified aircraft as necessary (and obtained any required Federal Aviation Administration approvals) to install and operate the GML instrumentation and equipment as required for the flights. GML operates approximately 80 long-term atmospheric measurement sites around the globe, and air sample and measurement records collected must be continued regularly, without significant breaks in the time series. GML cannot risk compromising the long-term integrity of these research-grade measurement time series. Period of Performance: date of award through 1 year after award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
