Description
The U.S. Army Corps of Engineers, Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide ARIS (Adaptive Resolution Imaging Sonar) 1800 Explorer - AR3 for Underwater Imaging Sonar and Rotator Dual Frequency- High Resolution Imaging, and Software, Cables with reek, Transit Case and Concentrator Lens on a brand name basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1). ARIS (Adaptive Resolution Imaging Sonar) 1800 Explorer - Dual Frequency-High Resolution Imaging Sonar, Software, Cables, and Acoustic Lens Camera shall have the following Technical Specifications:� 1)�� �Shall operate at dual-frequencies of 1.8 MHz and 1.1 MHz to produce acceptable, high quality images; � 2)�� �Shall be capable of producing real-time, near video quality images (minimum of 15 frames per second) in zero visibility and turbid environments; 3)�� �Shall have an adjustable imaging range scale out to a maximum of 35 meters during low frequency operation and a minimum of 15 meters during high frequency operation; 4)�� �Shall have the ability to focus sonar images throughout the imaging range; 5)�� �Shall provide a 3-axis underwater rotator that allows for the imaging sonar to provide Pan / Tilt / Roll capabilities remotely. Underwater rotator must be able to provide a vertical perspective of the target and supplied with a joystick. 6)�� �Operating Software should be capable of operating both the imaging sonar and underwater rotator / pan-tilt mechanism via a single cable assembly running topside to surface. 7)�� �Imaging sonar shall operate with low power consumption (15-20 w) for extended unattended and remote operation. When coupled with the underwater rotator the power consumption should not exceed (35 � 40 w) typical. 8)�� �Shall operate and collect imagery during stationary deployment and mobile surveys. 9)�� �Shall be capable of operation to depths of a minimum of 300 meters 10)�� �System computer requirements shall operate using a Windows PC-based interface to allow operation of the device, and remote capture, storage, and analysis of video data. 11)�� �Operating Software shall be provided at no additional cost and shall be included with the imaging sonar.� 12)�� �Operating Software supplied must be capable of the providing the following functions; background subtraction, measuring targets and recording data, automatic focus capability (focusing the sonar to the center of the image window), and automatic gain calculation. Note: Specific supplies (and quantities) needed include ARIS Explorer 1800 (4), AR3 Rotator (4), Concentrator Lens (4), Cable with Reek and Transit Case (4). The NAICS code for this procurement is 423410 with a size standard of 200 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any System for Award Management (SAM) Database registered business that believes it can meet the requirement may give written notification to the Contract Specialist/ Contracting Officer in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed and must be furnished to the point of contacts listed below by 2:00 PM Central Time on May 07, 2024. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
