This includes Development Objective 2: A healthier, better educated population; and Development Objective 3: strengthened accountable, inclusive, and responsive governance.� The HIV and TB portfolio particularly contributes to: IR 2.1 by ensuring improved health and disease outcomes of priority populations in targeted states; and IRs 3.2 Enhanced civic voice and accountability, and 3.4 Increased accountability and effectiveness of public institutions, by working with all levels of government to strengthen management and operational capacities; encourage reforms to better prioritize, allocate, and disburse budgets for services delivered to Nigeria�s most vulnerable citizens; and mobilizing civil society to advocate for an adequate supply of quality, affordable services. In addition to HIV and TB programming, USAID/Nigeria invests in maternal and child health, reproductive health and family planning, nutrition, and malaria programming managed by USAID�s Health, Population, and Nutrition (HPN) Office.� USAID/Nigeria health programs are closely coordinated with the US Centers for Disease Control and Prevention (CDC), the Walter Reed Institute for Army Research- Africa (WRAIR-A), and other USG agencies and donors. In FY23, the HAT Office managed a budget of $253 million, of which, $130 million is focused on procurement and supply chain, with 38 approved staff positions. Key elements of USAID�s Supply Chain and Integrated Service Delivery portfolio includes: ?� supply chain logistics, laboratory services, health financing, and private sector engagement. ?� interventions to strengthen supply chain management and leadership at national, regional, and local levels. ?� efforts to strengthen the integrated supply chain and logistics management infrastructure, governance, strategic planning, and coordination; warehousing and distribution; workforce development; and the National Health Logistics Management Information System (NHLMIS) to improve stock management for essential medicines. ?� ensuring availability and effective use of data for decision-making. ?� promoting patient-centered pharmaceutical services for easy access to and appropriate use of medicines to help assure therapeutic efficacy, patient safety, and the achievement of desired health outcomes. ?� ensuring coordination with the Government of Nigeria (GoN) and the Global Fund to Fight AIDS, TB, and Malaria, and capitalizing on USAID�s comparative advantages. ?� approaches to prioritize cost-effective health interventions and health system sustainability. ?� strengthened ownership of and accountability for programs by government authorities. The Integrated Service Delivery (ISD) team within the HAT Office includes supply chain logistics, laboratory services, health financing, and private sector engagement. The ISD team comprises a USPSC and five foreign service nationals including two supply chain and commodities specialists, two laboratory specialists, and one health finance and private sector specialist. The Supply Chain and Health Systems Advisor will provide expert technical advice to the U.S. Government (USG) and other officials at all levels, including the HAT and HPN teams, the USAID Mission Director, the U.S. Ambassador to Nigeria, and PEPFAR Nigeria program. The Supply Chain and Health Systems Adviser oversees a substantial portfolio of USAID HIV/AIDS and TB activities and the PEPFAR Working Capital Fund (WCF) of approximately $130 million per year. The WCF supports commodities, supply chain strengthening, and infrastructure, as well as complementary technical assistance for laboratory services and public financial management. The position requires highly specialized skills, knowledge, and experience related to commodities, logistics, and supply chain systems, as well as interagency coordination, strategic planning, diplomacy, and health systems strengthening competencies. Statement of Duties to be Performed: a)���� Basic Functions of the Position The Supply Chain and Health Systems Advisor leads the Integrated Service Delivery team under the HAT Office Director or designee, and is responsible for providing leadership, mentorship, and technical support to ensure the well-coordinated and effective program implementation of USAID/Nigeria�s HIV and TB supply chain portfolio.� The Supply Chain and Health Systems Adviser will be responsible for providing strategic direction, management, and technical, programmatic, and administrative oversight of health logistics and supply chain strengthening activities in the office in coordination with the HPN Office and other technical and support offices within USAID/Nigeria. The incumbent also carries out a full range of consultative, advisory, strategic planning, and coordination activities related to the U.S. President�s Emergency Plan for AIDS Relief (PEPFAR) supply chain investments.� S/he also works closely with four other technical teams: Strategic Information, Tuberculosis, HIV Prevention and Community Programs, and HIV Care and Treatment. The incumbent represents USAID with GoN health sector leaders, in donor fora and leads technical working groups. S/he also facilitates coordination among implementing partners and other USG agencies. The Supply Chain and Health Systems Advisor will provide evidence-based technical advice to the Mission, develop strategic approaches to supply chain and health systems strengthening activity design and oversee projects and programs related to commodity procurement and supply chain systems, laboratory services, and health financing. S/he works in close coordination with USAID and PEPFAR teams, GoN, and implementing partners with a focus on reviewing, designing, and integrating HIV/AIDS and TB service delivery platforms into the Nigerian health system across both public and private sectors. S/he ensures that planning and responses by USAID/Nigeria are carried out in accordance with Agency and State Department directives. The Supply Chain and Health Systems Adviser coordinates closely with the HPN office, helping to ensure integration and cooperation between the two offices particularly in the areas of health systems strengthening specifically supply chain management.� S/he will support coordination and technical leadership to strengthen supply chain health management information systems (HMIS) and data management, quantification, forecasting, and supply planning; warehousing and last mile delivery; and laboratory sample transportation. The Supply Chain and Health Systems Adviser builds alliances and coordinates with other bilateral/multilateral agencies, the GON and civil society entities in developing and implementing policies and programs based on best practices and innovations in health logistics and supply chain management and health systems. S/he will also be expected to participate in supply chain related technical working groups of the Health Development Partners Group in coordination with the HPN office and provide technical leadership to the supply chain donors. Major Duties and Responsibilities The Supply Chain Public Health Advisor will serve as the senior technical adviser for USAID/Nigeria on supply chain and related health systems. S/he will provide strategic direction, technical guidance, and leadership on issues related to health systems strengthening including modernizing supply chain logistics and management, leadership and governance, health workforce capacity development, health financing and sustainability. The incumbent will lead the team to evolve PEPFAR supply chain investments towards strengthening the capabilities of the GON to lead and manage its HIV/AIDS and TB programs, in collaboration with the private sector, and local partners. Similarly, the incumbent will support approaches to provide equitable access to sustainable supply chains, laboratory services and health products. In carrying out assigned responsibilities, the Public Health Advisor will oversee and coordinate USAID/ PEPFAR supply chain systems strengthening activities and work closely with both the HAT and HPN Offices and other USG agencies in Nigeria on broader systems strengthening issues. The Supply Chain and Health Systems Adviser will play a critical role in supervising and coaching FSN staff. S/he will directly supervise up to five staff, ensuring effective activity management, technical assistance to GoN, financial management of supply chain activities, and productive engagement in GON, donor, and interagency technical working groups.� The Supply Chain and Health Systems Adviser will support professional development of these staff and strengthen collaboration within the team. Responsibilities will include working with technical teams across the HAT and HPN Offices to mentor and foster the development of other team members and implementing partners.� Detailed duties and responsibilities to be performed are described below. Strategic and Technical Leadership���������������������������������������������������������������������������������� (40%) Serve as the lead supply chain technical advisor for the USAID/Nigeria HIV/AIDS portfolio and provide overall direction in the design, implementation, monitoring and evaluation of HIV/AIDS supply chain management and integrated service delivery portfolio. Provide expert-level guidance for all strategic and policy issues related to ensuring availability of HIV TB, laboratory, and other health commodities. Represent USAID/Nigeria at the highest government and development partner levels, and with Washington expert leadership. In addition to USAID staff and high-level government officials, this includes having contact with corporate executives and high-level officials of international organizations, e.g., Global Fund, and private sector corporations who may be involved in systems issues in Nigeria. Lead development of strategic and technical guidance and inputs when working with the USG PEPFAR team (CDC, DOD, PEPFAR Coordination Office), HPN, the GoN, and other stakeholders on supply chain issues. This includes drafting internal and external communications products such as briefing documents, talking points, VIP visit background documents including agendas, fact sheets, scopes of work, technical proposals, etc. Leads and/or represents USAID and PEPFAR Interagency Technical Team at designated interagency, national, regional, and international meetings related to HIV/AIDS. Specifically participates as the USAID lead for supply chain within technical working groups and advisory groups, providing vital knowledge transfer to advance health systems efficiency of host country government supply chain logistics management. Participate in, and contribute leadership to, committees and work groups with other USG agencies, the GON, the private sector and other key stakeholders involved in health systems strengthening and integrated service delivery for HIV/AIDS and TB. Provide thought leadership to study, design and implement innovative ways for USAID to support the GON, the private sector and other stakeholders to accelerate progress towards epidemic control of HIV/AIDS and TB in Nigeria. Carry out a full range of consultative, advisory, strategic, and planning responsibilities, including linking with other USAID Missions in the region to share promising practices, experiences, and lessons learned. Adapt global evidence to the Nigerian context with the aim to implement more effective strategies through programs/projects in Nigeria, thereby increasing the impact of USAID/PEPFAR investments in Nigeria.� Maintain familiarity with current literature and best practices relevant to health systems strengthening and integrated service delivery for HIV/AIDS & TB programming in Nigeria. Provide technical input into the development of public health evaluations, operational research, program assessments, and national surveys as and when required. Provide technical and managerial expertise to USAID and GON in critical areas to strengthen health systems in the public and private sectors including integrated service delivery; health information systems; access to essential medicines, improvements to the commodities and logistics systems, leadership/governance and help to ensure that program partners report accurately and on time on related activities. Team Leadership and Management ��������������������������������������������������������������������������������� (30%) Serve as the supervisory team leader providing strategic, technical, and managerial oversight to the Integrated Service Delivery Team. This includes developing annual work objectives, identifying appropriate training opportunities, mentoring, and coaching them in facilitation of professional development. Conduct regular performance reviews and address any performance challenges that may arise. Oversee coordination, cooperation and integration of health systems strengthening activities, including supply chain management, with the HPN office and across the Mission to optimize opportunities for cross- sectoral integration and leveraging of resources across the different program components to enhance the country's capacity to build resilient, effective, and efficient health supply chain system in a sustainable manner. Ensure that direct reports are properly equipped and supported to manage HIV/AIDS and TB programs including helping to identify appropriate training opportunities and undertaking project and financial management responsibilities to improve efficiency, effectiveness, and results. Develop the capacity of staff of ISD team and others within the Office of HIV/AIDS & TB to effectively manage programs/projects, providing guidance and mentorship on project and financial management approaches, resources, and tools. Functionally oversee the inputs of all consultants and local staff who manage a number of awards and provide strategic guidance, program monitoring and support to selected USAID Implementing Partners. Ensure office leadership and HAT supervisors are informed of progress, potentially controversial matters, and problems with far-reaching implications. Ensure HAT ISD managed activities are implemented using evidence-based policy and systems strengthening interventions to enhance cost-effectiveness, economies of scale, and synergy. Identify opportunities for integration of family planning, maternal/child health, malaria, and HIV/AIDS programs to achieve management and programmatic efficiencies that result in leveraged improvements in health and HIV/AIDS outcomes and work to bridge all areas across the HPN and HAT Offices within USAID/Nigeria to strengthen the health systems supporting sustainable programs in family planning/reproductive health, maternal/child health, malaria, tuberculosis, and HIV/AIDS. Represent USAID in technical working groups and other relevant fora concerning supply change management, planning, and improving health systems strengthening and assisting the GoN on policy revisions or formulation related to the supply of essential medicines.���������������������������� Program/Project Management������������������������������������������������������������������������������� (30%) Oversee the coordination of supply chain partners and PEPFAR portfolio, with host governments, USG agencies, implementation and other key stakeholders during the planning and implementation of USAID�s contributions to PEPFAR goals in the region. Lead planning, design and strategic direction and implementation for USAID and PEPFAR�s interagency supply chain management and logistic investments in alignment with host country government, Global Fund and Agency priorities, resource availability, cost-effectiveness, and USAID�s comparative advantage in the host country. In keeping with USAID/PEPFAR policies and programming guidelines, support conceptualization of programs and projects focusing on transition to local partners, and strengthening health security capabilities, sustainability, and government ownership. Ensure that HIV/AIDS and TB programs are in line with the latest Bureau of Global Health Security and Diplomacy (GHSD) guidelines and are well coordinated with, and integrated into, GoN frameworks. Provide technical oversight to specific program/project activities to improve health systems strengthening, integrated service delivery and domestic resource mobilization. This includes conducting site visits to help ensure progress toward agreed-upon goals, targets, and objectives, as well as review of project/program work plans, budgets, performance monitoring plans, quarterly and annual reports, and other key documents as needed to ensure effective and efficient health systems strengthening and integrated service delivery. As assigned by the HAT Office Director, serves as a Contracting/Agreement Officer�s Representative (COR/AOR) or Activity Manager with the responsibility of ensuring the safe and reliable supply of life-saving medicines to patients in Nigeria through a portfolio of supply chain management and logistics HIV activities/program/projects in partnership HPN family planning and PMI programs. In this capacity, s/he will: Provide day-to-day oversight, as well as strategic and technical input and direction on annual work plans and performance monitoring plans.� Review financial and performance reports to ensure that partner(s) are in compliance with bilateral government agreements and with the performance expectations outlined in their work plans and contract/agreement(s) with USAID. Ensure compliance with PEPFAR and USAID regulations and host government agreements as they relate to the specific mechanisms managed. Maintain specific and in-depth knowledge of applicable USG law and legislative directives, as well as regulations regarding allowable use of funds (e.g., family planning, HIV/AIDS). Ensure that implementing partners abide by their reporting requirements, including quarterly reports, trip reports, accruals, PMPs, annual reports, and other requirements such as PEPFAR performance and expenditure reporting or other requests. This includes supportive supervision and guidance to other technical and support staff across the supply chain management and logistics portfolio and HAT office as necessary. USAID Consultation or Orientation (if applicable): The selected candidate will be required to complete the one-week mandatory Foreign Affairs Counter Threat (FACT) course prior to proceeding to USAID/Nigeria. �FACT is a mandatory course for service in Nigeria. Supervisory Relationship: The Supply Chain and Health Systems Advisor will provide direct oversight and support to several local staff including overall policy guidance and coordinating the work of the employees to achieve program objectives. S/he will provide technical support to the work of HAT Office sub-teams and individuals to help achieve Office and Mission objectives. S/he will directly supervise the Integrated Service Delivery Team. Supervision Controls: The Supply Chain and Health Systems Advisor will be supervised by the HAT Office Director or his/her designee. The supervisor will provide guidance and specific assignments when required. Performance will be evaluated annually based on accomplishments against planned work objectives. The Supply Chain and Health Systems Advisor will provide written and oral reports as requested. �If a third country national (TCN) is selected for award, during the period of this contract, the TCN personal services contractor must provide training to a cooperating country national (CCN) designated by USAID. The PSC Supervisor will establish a training plan with benchmarks to measure the TCNPSC's progress toward achieving this training deliverable.� 12.� PHYSICAL DEMANDS: The work requested does not involve undue physical demands.� MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION Education:� Minimum of a master's degree in a relevant field such as health systems management, logistics and supply chain management, pharmacy, public health, business administration or other related field is required. Professional Experience: Minimum of ten years of progressively responsible professional experience working in health providing technical assistance to HIV/AIDS, malaria, logistics or other health programs in African countries or other similar developing countries. Minimum of five years of experience in direct management of health activities in supply chain and logistics activities including designing, implementing, and monitoring supply chain activities in developing countries that involve significant partnership and collaboration across multiple partners. Minimum of five years managing, supervising, and mentoring staff. Minimum of five years of demonstrated, successful experience coordinating complex programs with multiple partners (especially those involving two or more US Government agencies or international organizations) in resource-poor settings. Experience with PEPFAR, PMI or other health programs in West Africa or other developing countries. Experience working with international development agencies for health such as USAID and related , rules, regulations, procedures, policies, and programs. Prior experience relevant to the Duties and Functions and Specific Tasks and Objectives sections above. Job Knowledge: In-depth knowledge of state-of-the-art approaches to strengthen supply chain and health systems both in the public and private sectors for health in developing countries, resource challenged settings, and/or complex environments is required. Comprehensive knowledge of the concepts, principles, techniques, and practices of health systems strengthening. General knowledge of the public sector health system and affiliated agencies, donors, and related private sector programs. Skills and Expertise: Demonstrated ability to work in a multi-sectoral environment with several multilateral agencies to identify and solve problems, and coordinate and support activities that lead to mutual success in programs relevant to the position. Demonstrated ability to understand the strategic purpose and goals of multiple organizations working in supply chain management, such as PEPFAR or other health programs. Grasp of management, supervision, and mentoring principles. Understanding of monitoring and evaluation methodologies including frameworks, development of indicator and performance monitoring plans, data quality assurance, analysis reporting and best practices in data dissemination in international/resource poor settings. Demonstrated ability to build the capacity of local institutions to take on increased responsibility for supply chain functions. Management skills to develop, implement, and oversee supply chain programs, including internal financial and administrative management and interaction with partners. Demonstrated ability to obtain, analyze, organize, and interpret data and present findings in both oral and written form. EVALUATION AND SELECTION FACTORS The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). �In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The evaluation committee may conduct reference checks, including references from individuals specifically identified by the offeror, and may do so before or after a candidate is interviewed. Finalists will be invited for interviews during the selection process. No response will be sent to unsuccessful offerors. USAID/Nigeria reserves the right to conduct interviews with the most highly ranked offerors and make the interview a deciding factor in selection. USAID policy specifies that U.S. citizens or resident aliens (USNs) are preferred over third country nationals (TCNs). Therefore, USN and TCN offers will not be evaluated together. USAID will evaluate USN offers first and if the CO determines that there are no qualified USNs, only then will USAID evaluate TCN offers.
