- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Quo Data Gesellschaft Fur Qualitatsmanagement und Statistik, Dresden Germany for PROLab Plus Fullsite licenses and PROLab Plus customization, and the PROLab_HUB web service used to collect, evaluate, and distribute data obtained as part of interlaboratory comparisons (ILCs) and quality assurance programs (QAPs) and PROLab_Hub customization. �This is a sole source inasmuch as Quo Data developed the PROLab Plus software and accompanying tools, and the PROLab_HUB web application and accompanying tools and distributes both exclusively. �Access to the PROLab_HUB platform is not available on-line through any other interfaces or vendors. �Quo Data owns and controls intellectual proprietary rights associated with the licensed content attributed to PROLab Plus and PROLab_HUB. �Licenses of PROLab Plus and PROLab_HUB can only be acquired through Quo Data. �An Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be negotiated and issued on or about 16 Aug 2024. �No solicitation package will be issued. �This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 10 May 2024. �Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored.
