NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this Sources Sought Notice. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. All information received in response to this Sources Sought Notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Responses to the Sources Sought Notice will not be returned. 2.0 SUBJECT: The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this Sources Sought synopsis on behalf of the Defense Health Agency (DHA) Medical Logistics Directorate as a means of conducting Market Research to identify potential sources having an interest and availability to provide the requirement for Medical Logistics Authoritative Data Exchange and Medical Logistics Database Subscription Services that support modernization and data standardization in Health Alerts and Equipment Management Lines of Business (LOBs). The Authoritative Data Exchange and Database Subscription Services will be Information Technology (IT) services, external to the Department of Defense (DoD).� 3.0 BACKGROUND: The DoD medical logistics community supports diverse LOBs, to include equipment property and biomedical maintenance management; pharmaceuticals and medical surgical inventory management; purchasing and quality assurance; and assemblage and facilities management. The primary Information Systems (IS) supporting these LOBs are the Defense Medical Logistics Standard Support (DMLSS) system, LogiCole application and the Theater Enterprise-Wide Logistics System (TEWLS). Over the last twenty (20) years, these systems have inherited as-built data from a number of Army, Navy and Air Force logistics and property legacy applications. As a result of these historical data merges, the two (2) aforementioned systems contain data variances and data diversion.� The lack of authoritative source data has impeded effective decision analysis and constrained optimized business processes.� The DHA and Medical Logistics Information Technology Program Management Office (MEDLOG IT PMO) have initiated a major technical refresh that will merge both the programmatic and technical components of all existing Defense Medical Logistics applications [DMLSS, TEWLS and Joint Medical Asset Repository (JMAR)] into a single program, the Defense Medical Logistics � Enterprise Solution (DML-ES) and a single application called LogiCole.� � The following Database Subscriptions that are required to assist with this technical refresh are as follows: (1) Alerts Automatch � Equipment; (2) Alerts Automatch � Supplies; (3) Alerts Workflow; (4) Capital Guide; (5) Decision Visualization; (6) Equipment � Data Standardization; (7) Functional Equivalents; (8) Alerts Tracking for Patient Safety Communications; (9) Supply Guide (10) Product Catalog; and (11) Utilization Analytics. 4.0 RESPONSE INSTRUCTIONS: Respondents should address the following in their capabilities statement: The purpose of this requirement is to provide technical expertise, subscription and support service necessary to perform Medical Logistics Authoritative Data Exchange and Medical Logistics Database �Subscription Services that support modernization and data standardization in Health Alerts and Equipment LOBs. Contractor must show how they can provide the specific subscriptions listed in Section 3.0 or a suitable equivalent and provide support modernization and data standardization in Health Alerts and Equipment Management LOBs. Interested businesses shall submit a brief capabilities statement package (no more than five 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in the Background Section. Documentation should be in bullet format. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation. If your organization has the potential capacity to provide the required products/services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of capability. If significant subcontracting or teaming is anticipated in order to deliver the required services or subscriptions, organizations should address the administrative and management structure of such arrangements. 5.0 CONTACT INFORMATION: All information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought Notice shall be submitted via email to the Contract Specialist, Brandon Roebuck at brandon.m.roebuck.civ@health.mil in either Microsoft Word or Portable Document Format (PDF) format by no later than 11:00 AM Eastern Daylight Time (EDT) on Thursday, 09 May 2024. Reference this synopsis number in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned.
