- Industrial Base Extension (IBex) Program Oceania Market Research Report. IBex was developed to support DOD operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA�s ability to rapidly respond to shifting worldwide events, IBex�s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required.
