- PRE-SOLICITATION NOTICE ** NOTICE OF INTENT NOI-NIAID-24-2146191.Ver 2 NAICS � 541380, Testing Laboratories This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Adaptive Biotechnologies for immunosequencing hsTCRB_v4b (UltraDeep) sequencing services; QTY 53 samples. This requirement is for the analysis of the immune response to COVID-19 vaccination and outcomes in individuals with and without immune deficiencies and dysregulations by the NIAID Laboratory of Clinical Immunology and Microbiology (LCIM). The goal of this is study is to research the crucial role of T cells in the induction of effector and memory responses to viral infections, however limited information is available on T cell-mediated responses to SARS-CoV-2 in immunocompetent and immunocompromised individuals. Studies have shown that an impaired adaptive immune response may contribute to worse clinical outcomes in COVID-19 patients with critical disease and hematological malignancies by studying the SARS-CoV-2 specific TRB repertoire along with TRBV and TRBJ gene usage. While multiple SARS-CoV-2 vaccines have become widely available in the US, there is still limited information available on T cell-mediated responses to post SARS-CoV-2 vaccination status in immunocompetent and immunocompromised individuals. To successfully complete this final task of 53 samples, LCIM must perform high throughput sequencing of the T cell receptor beta repertoire as previously completed. This deep sequencing was previously done by Adaptive Biotechnologies and switching vendors will greatly impact the data set, continuity values and ability to make comparisons of the immune response, thus this final requirement for 53 EA samples of immunosequencing hsTCRB_v4b service must be completed by Adaptive Biotechnologies. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2146191.Ver 2) to Dana Monroe at dana.monroe@nih.gov, by 5:00 pm eastern time April 30, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
