- TITLE: Cheatham Dam Spillway Gate Electrical Components Replacement CLASSIFICATION CODE: �Z2KA � Repair or alterations of Dams NAICS:237990- Other Heavy Civil Engineering Construction Small Business Size Standard- $45,000,000 NOTICE TYPE: Pre-solicitation for a 100% Small Business Set-aside Construction Project. DISCLOSURE OF THE MAGNITUDE OF CONSTRUCTION PROJECT: Between $1,000,000 and $5,000,000. PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue an Invitation for Bid (IFB) solicitation for Cheatham Dam Spillway Gate Electrical Components Replacement. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The Scope of Work for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The Nashville District U.S. Army Corps of Engineers (USACE) intends to issue an Invitation For Bid (IFB) for a firm fixed-price construction contract. The Cheatham Dam Spillway Gate replacement of electrical and mechanical components is necessary as many components are old and obsolete and in need of upgrades. The Contractor shall furnish all labor, equipment, materials, and methods for the replacement of Cheatham Dam spillway gate electrical and mechanical components. The contract will consist of a base and five (5) options. The base includes mobilization and demobilization, performance and payment bonds, demolition and replacement of controls, motors, and brake components for spillway gates 1-2 and shall include asbestos abatement work. Option 1 will include the general spillway gate machinery work which includes but is not limited to controls panels, brakes, motor couplings to be executed for Gates 3 and 4 and will include asbestos abatement work. Option 2 will include the general spillway gate machinery work common for all gates to be executed for Gates 5 and 6 to include asbestos abatement work. Option 3 will include the general spillway gate machinery work common for all gates to be executed for Gate 7 including asbestos abatement work.Option 4 will include a new limit switch assembly with a government approved equal. And Option 5 will include lighting equipment to upgrade the Lighting Transfer Switch and Transformer. All work shall be performed in strict accordance with the specifications and the applicable drawings and shall be subject to the terms and conditions and technical provisions, incorporated by reference in the contract. The contractor will provide all personnel, equipment, tools, material, vehicles, supervision, and any other items to perform the work described above in accordance with the Scope of Work. ANTICIPATED PERIOD OF PERFORMANCE: 545 Calendar Days for the base and 180 Calendar Days for each option SOLICITATION RELEASE DATE: The anticipated release timeframe for this solicitation is June 2024. TENTATIVE SITE VISIT: �For planning purposes, a site visit will be scheduled tentatively sometime in June 2024, at Cheatham Dam, Charlotte, Tennessee 37036.� The date, time and exact location to be determined and will be posted in the official solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award.� Offerors� must have their representations and certifications available on-line in SAM or provide them with their quote in order to receive a Government contract award. IMPORTANT NOTICE:� Effective March 22, 2018, new entities that are registering in SAM must submit an original, signed notarized letter identifying the authorized entity�s Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration. Effective April 27, 2018, entities that are updating or renewing their existing SAM registrations must submit an original, signed notarized letter identifying the authorized entity�s Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration, before the registration is activated. The new registration may now take several days to become active depending on (1) the information provided passing existing validations and (2) the entity�s successful delivery of the required notarized letter. Contractors who are new to the SAM registration process are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards.� Remember, there is no cost to use SAM.
