Description
The Department of Veterans Affairs, Veterans Benefits Administration, Education Service is seeking input regarding a potential requirement to conduct Program Evaluation services within the Education Service portfolio. The mission of the Education Service is to provide educational assistance programs to veterans, service members, National Guard and Reserve members and eligible dependents by providing financial assistance, generally in the form of monthly benefit payments, as mandated in Titles 38 and 10, United States Code. The Education Service has a responsibility of ensuring the intent of each of the Education Benefit chapters and programs are met. Each chapter and program require a regularly scheduled evaluation during a set period to ensure they are executed per statutory and regulatory directives. The Education Service s portfolio is available online at https://www.va.gov/education/ VA seeks industry feedback and information regarding the availability, length, and cost of completing Program Evaluation services within the Education Service portfolio. The Government is seeking the following information to be provided by vendors when responding to this sources sought notice: Provide experience/examples completing Program Evaluation services within an Education portfolio. Provide experience/examples effectively planning, communicating, and executing an audit within its defined scope, including scheduling resources, conducting meetings and using appropriate techniques to identify, gather, and classify objective evidence. Provide experience/examples utilizing interpersonal skills to conduct interviews, entrance and exit briefings, and resolve conflict while completing an evaluation. Ability to provide Education Service stakeholders with a program evaluation report that includes a plan to address any areas of deficiency, highlighting the areas of areas of strength and weakness. Mark your response as Proprietary Information if the information included is business sensitive and / or includes trade secrets. Responses shall not exceed five (5) pages total.
