Description
This is a notice of intent that the Defense Counterintelligence and Security Agency intends to solicit and award a sole source firm-fixed price contract to specialized training services, INC. This requirement will provide the Defense Counterintelligence and Security Agency (DCSA) Department of Defense (DoD) Insider Threat Management and Analysis Center (DITMAC), the Prevention, Assistance and Response (PAR) office with professional Workplace Assessment of Violence Risk training known as WAVR-21 which is considered Threat Assessment and Management training and is designed to help the federal government and other organizations in preventing insider threats by providing a systematic and evidence-based approach to assessing potential threats.� It allows organizations to identify individuals who may pose a risk of violence, assess the severity of the risk, and develop strategies to manage and mitigate the risk. The agency�s requirement is for the contractor to provide two two-day training sessions. The first session will be held in Arlington, VA with approximately 20 participants and session two will be in San Diego, CA hosting between 21 and 40 participants. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states, �For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).� The contractor is the only reasonable provider for these services. The Period of Performances for this requirement are May 22-23, 2024, and June 26-27, 2024. DCSA requires a training program agenda tailored to the specific needs of DITMAC. The NAICS code is 611430 - Professional and Management Development Training with a small business standard of $15M. This notice of intent is not a request for proposals or quotations and a written solicitation will not be issued. Interested responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All inquiries received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
