- Request for Information (RFI) National Guard Bureau (NGB) Analytical Hierarchy Process (AHP) Services NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A RFI ONLY. This RFI is for market research purposes only and shall NOT be considered as a Request for Proposal or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. 1.0 Introduction NGB on behalf of the National Guard Bureau Counterdrug Division (NGB-J32), issues this RFI notice. Per FAR 15.201(e), the purpose of this RFI is to improve NGB�s understanding of industry�s capabilities and other market information pertaining to AHP Services. The National Guard Bureau Counterdrug Division (NGB-J32), in response to a Government Accountability Office (GAO) recommendation and Deputy Assistant Secretary of Defense for Counter-Narcotics and Stabilization Policy (DASD CNSP) guidance, developed the Threat Based Resource Model (TBRM). The data used from the AHP is instrumental in prioritizing threats based on Law Enforcement Agency survey responses to determine funding allocation across the 54 States, Territories, and the District of Columbia for the National Guard Counterdrug program. The Contractor shall provide access to an AHP web-based application to develop and distribute surveys. The application shall track in real time the status of each respondent�s survey progress in terms of percentage complete and track each individual and all responses to each of the questions. The government will determine the questions and participants to use the survey tool and administer the process. The government will be responsible for incorporating results used from the tool into the TBRM process used outside of the contracted tool. BASED ON THE RESPONSES TO THIS RFI/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION.� 2.0 Scope of Work The AHP Services draft performance work statement (PWS) is eclosed as Attachment 1 to this notice.� The estimated period of performance consists of a12-month (one-year) Base Period, four 12-month (one-year) Option Periods, and up to a six-month extension in accordance with Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services. The contract type is anticipated to be Firm Fixed Price.� 3.0 Responses Contractors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this notice via a submission of an executive summary on 8 � x 11 in paper, no more than ten (10) pages in length, using 12-point font.� All responses must include the following information: Name and address of applicant/company (Corporate/Principal Office). SBA 8(a) Entrance and Exit Dates (if applicable). Name, telephone number, fax number, and e-mail address of primary point of contact.� CAGE Code. The Government is considering the North American Industry Classification System (NAICS) Code 513210 � Software Publishers with a Small Business Size Standard of $47,000,000.00 for this effort. If another more appropriate NAICS code applies, please recommend an approved NAICS code for this effort.� Identify capabilities and relevant past performance. Recommendations to improve NGB�s approach to this requirement. Please state if your company plans to submit a proposal for the NGB AHP Services, (if solicited).� If not, please provide the reasons your company does not plan to submit a proposal.�� Please state if your company has any other option Multiple Award Task Order Contract�s available like CHESS, OASIS, NASA-SEWP, etc. for this requirement. The Government welcomes any feedback on the Draft PWS for this notice. Please provide any comments/questions for the PWS in track changes when responding to this notice.� 4.0 Response Deadline / Submission Info RFI Responses (Section 3.0, Items 1 -11), including PWS Comments/Questions (Section 3.0, Item 12) shall be provided by 12pm Eastern Time on 8 May 2024.�� Responses shall be submitted via e-mail to kelly.w.maldonado.civ@army.mil and andy.p.mcmullen2.civ@army.mil.�� �Please be advised that any proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis.� The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on this basis.� Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this notice is proprietary.
