- USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for one (1) Anti-Corruption Policy Integration Advisor, at the GS-14 equivalent level for USAID�s Bureau for Democracy, Human Rights, and Governance (DRG), Anti-Corruption Center (ACC). The Anti-Corruption Policy Integration Advisor serves in the Policy and Partnerships (P&P) Team within DRG/ACC. The ACC leads USAID�s efforts to tackle the fight against corruption within countries and transnationally through a multipronged, multisectoral approach. The Center mobilizes broad-based coalitions and partnerships, elevates anti-corruption considerations in policy making, catalyzes innovation and experimentation, and serves Missions and the broader community with cutting-edge and responsive technical support and thought leadership. The programs and mechanisms of ACC provide USAID Missions and staff with the knowledge, skills, tools, and resources to ensure that development assistance is locally led and advances self-reliance. The primary role of the Anti-Corruption Policy Integration Advisor is to support the implementation of USAID�s first Anti-Corruption (AC) Policy, which was launched in December 2022, and initiatives to mainstream anti-corruption considerations across USAID�s work. Under the direction of the P&P Team Lead, the Anti-Corruption Policy Integration Advisor will lead the ACC�s engagement with USAID�s Regional and Pillar Bureaus on the Anti-Corruption Policy and serve as a resource to advance the Policy�s effective implementation. This will include troubleshooting technical, budgetary, policy, and bureaucratic obstacles and opportunities for broader integration, cultivating networks of peer support across USAID, and engaging with Bureaus/Independent Offices (B/IOs) on tracking follow-through on specific policy commitments. The incumbent is expected to carry out work assignments using independent professional judgment to ensure effective policy leadership and support to DRG and other technical offices and colleagues in Washington, D.C.� The duration of the contract period is anticipated to include a two (2) year base period with three (3) one-year option periods for a total maximum possible period of performance of five (5) years. USAID will not accept offers prior to issuance of the solicitation. Issuance of the pre-solicitation notice and any subsequent RFP does not constitute an award commitment on the part of USAID, nor does it commit USAID to pay for any costs incurred in the preparation and submission of any offer.
