- Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Aircraft Operations Center requires the purchase of four (4) Holzworth Instrumentation Synthesizer Modules 10 MHz-12MHz. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 140802-24-0482 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02. (iv) The NAICS code for this acquisition is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. This solicitation is being posted as a small business set-aside, brand name requirement with a small business size limit of 750employees. Offerors must be Holzworth Instrumentation authorized �Sellers�� documentation of status as an �Seller� shall be included with quotes. Only Holzworth Instrumentation Synthesizer Modules fitting the requirements in the Statement of Need parts will be accepted. Quotes including aftermarket or non-OEM parts will be rejected. Quotes from third-party resellers will not be accepted. (v) Line items are as follows: CLIN 1: Holzworth Frequency Synthesizer P/N HSM12001B 4/EA (vi) Description of requirements for the items to be acquired: The NOAA - Aircraft Operations Center requires the purchase of four (4) Holzworth Instrumentation Synthesizer Modules 10 MHz-12MHz. Additional specifications are listed in the Statement of Need. Quotes shall include shipping/freight cost to the delivery destination and whether they can meet the period of performance. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is preferred no later than 8 weeks after acceptance of award to: Charles Lynch NOAA-Aircraft Operations Center 3450 Flightline Drive, Lakeland, FL 33811 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 04/22/2024 at 1600 hours PDT. Offers can be submitted via email to: isaac.bright@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. This a brand name requirement. Only quotes for the specified products will be considered. Any quotes for other than the specified products will be considered as technically non-acceptable and discarded. Quotes from non-authorized dealers/sellers will not be accepted.
