Description
1. This notice of intent announcement is to: � � � � A. To notify potential Offerors of the Governments intent to modify contract W912DS23C0025, Lincoln Hall Renovation, Bldg. 607, to include installation of the following items: Cellular Distributed Antenna System Wireless Access Points Outside Plant Fiber � � � � B. Notification of the Army�s intent to modify the construction contract as described below. Install cellular distributed antenna system (estimated cost = $325,000) Install wireless access point system (estimated cost = $41,000) Install outside plant fiber and telecommunication cables (estimated cost = $130,000) The requirement is to award modifications to the construction contract to include all work associated with installation of the cellular distributed antenna system (cDAS), wireless access points (WAP) and outside plant fiber in support of the Lincoln Hall Renovation project. The work associated with installation cDAS includes head-end equipment, cabling, devices, integration and testing as detailed in the telecommunication plans and specifications associated with the Lincoln Hall Renovation project through C-Squared per the approved sole source justification. The Lincoln Hall Renovation contract includes installation of pathways and conduit and will not be included in this modification.� The work associated with installation of the WAP system includes head-end equipment, cabling, devices, amplifiers as detailed in the telecommunication plans and specifications associated with the Lincoln Hall Renovation project. The Lincoln Hall Renovation contract includes installation of pathways and conduit and will not be included in this modification.� Equipment that is existing to be relocated or new equipment will be provided by the government and installed by the contractor. The work associated with the installation of the outside plant fiber includes installing fiber in support of the Television Studio that will be located in Lincoln Hall from building 600 as detailed in the telecommunication contract documents associated with the Lincoln Hall Renovation project. Other outside plant fiber work in support of Lincoln Hall includes extending from telecommunication installed during the Cullum Hall project as well as splicing existing lines and installing new exterior lines. This outside plant work is required during the demolition of the Lincoln Hall construction project to minimize impacts to service at adjacent buildings. Coordination is required with other government agency for installation of new fiber prior demo of the existing fiber terminated within Lincoln Hall. �The work includes verifying existing cable lengths and provide necessary equipment required to re-install or splice cables with connector modules to the proper terminations. Existing conduit will be inspected and if found to be in good condition, will be reused. There may be locations where conduit will need to be repaired or replaced as necessary. The Government intends to award these items of work as construction modifications to the contract W912DS23C0025 contractor. These systems are required during the Lincoln Hall renovation construction project to minimize impacts to operations at the United States Military Academy. Modifications to the existing Lincoln Hall contract is beneficial to the government because the Lincoln Hall contractor is familiar with the Lincoln Hall renovation contract. The Lincoln Hall construction contractor currently has supervisors and administrative staff onsite overseeing other contract work as well as a dedicated laydown areas established within the work area. Awarding this work to a new contractor would be cost prohibitive to the government because a separate contractor would be required to coordinate with an active construction project and within an active constriction site, as well as provide additional overhead and storage/laydown costs.
