- Description
- The National Park Service, Contracting Operations (ConOps) East, intends to award a Firm Fixed price contract for the Processing, Preserving, and Cataloging of Park Archives for Mammoth Cave National Park located in Mammoth Cave, Kentucky. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Auburn University for the services is based on a necessary follow-on to work already accomplished under CESU agreement. The Department of History at Auburn University is the only interdisciplinary organization with an emphasis on complex historical archival experience specifically with the National Park Service. Auburn University has years of work experience in Alabama and been trained by NPS regional staff. They are extremely familiar with both the NPS Records Management Retention Schedule as well as the Interior Collections Management System used by the NPS museum program. Because of this institutional knowledge of both the work and of NPS policies and procedures, it would be cost prohibitive to seek another contract for these services since it would require additional time and money spent on training new archivists. Additionally, the archivists, currently funded under the CESU with Auburn, have previously conducted an initial archival survey for OCMU. This project is a follow-on to the work that was previously accomplished under the archival survey. The University is familiar with the park, their archival needs, and the records currently located at the park. Additionally, it is in the best interest of the Government to utilize this contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing research that was already accomplished with the research the University already has. NAICS Code: 712110, Museums, Standard business size is $34M. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. A solicitation will not be released for this requirement if no vendors are interested. If NPS does not receive interest from the industry, this will be a notice of intent to award on a sole source basis to Auburn University.
