Description
This Market Survey announcement is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.2.1. This is a market survey. This is not a Screening Information Request (SIR) or Request for Proposal (RFP) of any kind. The responses to this market survey will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submittal is solely at the interested vendor�s expense. I. �INTRODUCTION/ BACKGROUND The Performance Analysis Directorate, AJR-G, is responsible for assessing the performance of the National Airspace System (NAS), identifying future trends in the aviation industry, and developing strategies and plans to ensure a viable future for air transportation. The core mission of the Performance Analysis Directorate is to provide operational data and performance for the Air Traffic Organization (ATO), its customers and stakeholders. Under AJR-G purview, the Federal Aviation Administration (FAA) Slot Administration Office provides support to ensure efficient operation of the NAS by strategically managing airport demand at key congested airports through the use of mandatory runway slot controls and voluntary schedule facilitation.� FAA�s Slot Administration is the office of primary responsibility for managing runway congestion through implementation of schedule facilitation practices where demand is approaching one or more capacity constraints and voluntary cooperation among carriers is expected to resolve scheduling issues (International Air Transport Association (IATA) Level 2); and regulatory slot controls where demand regularly exceeds capacity and mandatory rules are needed to manage demand (IATA Level 3).� Currently seven U.S. airports (governed by differing rules and policies) are encompassed in this program. Level 2 airports include: Newark Liberty International Airport (EWR), Los Angeles International Airport (LAX), Chicago O�Hare International Airport (ORD), and San Francisco International Airport (SFO) Level 3/equivalent slot-controlled airports include: Ronald Reagan Washington National Airport (DCA), LaGuardia Airport (LGA), and John F. Kennedy International Airport (JFK) The FAA has a requirement for the Slot Administration Office employees to use a slot management and coordination software, which stores the seasonal slot information and provides the employees the ability to manage and coordinate slots and timings for the Level 2 and Level 3 airports. With access to the software, the employees will be able to store the slot/timings information by carrier and obtain the necessary knowledge to provide slot management and coordination service for the Level 2 (EWR, etc.) and Level 3 (JFK, LGA, etc.) airports. Specifically, the employees will be able to allocate/propose/deny airport slots by applying the Worldwide Airport Slot Guidelines (WASG) and Standard Schedules Information Manual (SSIM). These are the global standard principles and procedures of airport slot management and the technical standard for communicating between airlines and slot coordinators. II. PURPOSE� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� The purpose of this market survey is to assess market interest and capabilities to provide commercial software licenses, including training, for a slot management and coordination software for FAA use. III. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The Principal North American Industry Classification System (NAICS) code for this requirement is 513210, Software Publishers. The size standard for this NAICS code is $47M. IV. CAPABILITY STATEMENT FOR POTENTIAL CONTRACT OPPORTUNITY Interested vendors in the potential contract opportunity are requested to submit company information and a Capability Statement that includes qualifications, experience, and capability to provide commercial software licenses, including training, for a slot management and coordination software for FAA use. The slot management and coordination software may require some customization for the FAA. The slot management and coordination software must follow IATA�s WASG where it does not conflict with Statutes/Orders/Rules and IATA�s SSIM that standardizes the exchange of scheduling information for airline schedules, Schedule Clearance Requests (SCR) and minimum connect time data for slot management and coordination. The slot management and coordination software must be able to: �Import and export Chapter 6 SSIM slot messages, as well as, Slot ID messages. �Store slot data in airport related tables. �Determine and record grandfather rights. �Evaluate airport limits. Have graphical presentation of slots. Track slots by a unique slot identification number by hour or half-hour and arrival/departure, or�non-specified for use as either an arrival or departure, depending on the airport rules. Track slot holder and slot operator information.� Manage FAA-specified allocation or special status codes for slots. Track slot transfers, leases, temporary allocations or adjustments. Track slots by winter and summer seasons or other defined periods.� Manage slot usage information according to industry standards or FAA rules such as usage over a defined period or without a series of slots concept.� Provide report and data export capabilities to combine necessary information on slots or schedules using SSIM Chapter 6 and/or slot identification tracking, as well as in CSV format.� Editing Limits and limit timings. Editing Assigned Slots (domestic carrier slots). Limits should include schedule flights (in Chapter 6 format and Assigned slots). Produce Slot Historical Listings (SHL), Slot Allocation Listings (SAL) and Slot Information Request/Reply (SIR) reports. The software must also be able to track Slot ID�s at Level 3 airports, and Reference IDs at EWR, as well as, accommodate bi-monthly tracking/reporting periods for DCA and LGA. The software must be able to track and report timings on an hourly and half-hourly basis. In addition, the FAA requests that respondents submit a completed Business Declaration Form (Attachment 1). Please use SAM Unique Entity Identifier (SAM UEI) Number instead of DUNS Number. Responses should not exceed twenty (20) pages. The page limit does not apply to or include the Business Declaration Form. V. �INSTRUCTIONS FOR SUBMITTALS Vendors must submit responses to this market survey electronically in Microsoft Office format, Times Roman Font size 12. If submissions are provided in portable document file (PDF) format, a Microsoft Word version of the responses must also be provided. All responses to this market survey must be in writing. Interested vendors are requested to submit responses no later than April 24, 2024 by 4:00PM EDT. All responses must be submitted to the Contracting Officer, Patrick Weare at patrick.weare@faa.gov. Submissions must include company point(s) of contact, title(s), telephone number(s), e-mail address(es), and mailing address. Responses will not be returned.
