Description
This is a combined synopsis/solicitation for non-commercial items/services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for: Ground-Penetrating Radar. This solicitation will be competed as Full and Open. This announcement constitutes the only solicitation. Quotes are being requested under Request for Quotation (RFQ) no. N00174-24-SIMACQ-D2-0043 (revised to add an updated SOW). The NAICS code is 332992. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government will make award based on the availability of funds. Evaluation Factors (in order of importance) Technical � Quotes submitted shall address all requirements/qualified parts included in the RFQ and SOW. Price � Quotes must include all applicable costs. Submitted quotes are NOT TO EXCEED 250,000.00 (Simplified Acquisition Threshold). NOTE TO VENDORS:� *****You must have an �active� cage code in SAMs and a Wide-Area-Work-Flow (WAWF) prior to submitting a quote.***** The Points of Contact for this acquisition is Christina Simpson, at christina.e.simpson@navy.mil � STATEMENT OF WORK� (REVISED) Statement of Work For Ground-Penetrating Radar (GPR) System 1. GENERAL: This request is for the Naval Surface Warfare Center, Indian Head Division (NSWC IHD) in support of the Un-Exploded Ordnance (UXO) program. The NSWC UXO program is in the need of equipment that can locate objects underground with technology that can be reconfigured for utilization on standoff platforms. The fulfillment of this request will allow continuation of UXO program service to the NSWC community. 2. HARDWARE REQUIREMENTS: 1. MALA Easy Locator Core Antenna (Excluding Wheels and Handles) 2. MALA RTC Mini � Including encoder, including tablet holder 3. Samsung Galaxy Tablet Active Pro 4G+ 4. RTC Mini GPS Mount 5. Additional Requirements a. RF module must be fully self-contained, and must be able to be operated independently of push cart. b. RF Module weight must be no more than 15 lbs. Size must be no larger than 17 in x 15 in x 8 in. c. Encoder input must be able to accept an input signal from a user specified encoder technology. d. The GPR system Signal requirements are as follows: Pulsed GPR with a a center frequency of 450 MHz, a fractional bandwidth greator than 120%, and dynamic range of at least 100 dB. e. GPR raw data must be exportable to an external storage device and must support conversion to .csv, .txt and .mat formats for post processing by means other than vendor pripriatory software. 3. SOFTWARE REQUIREMENTS: 1. MALA Vision Single � 1 year Prepaid Subscription 4. DELIVERABLES AND DELIVERY SCHEDULE: The shipment shall be delivered to the designated site or the Government will not assume any further shipping charges, nor will payment be rendered for any shipments not received and signed at designated site. 5.
