Description
THIS IS A PRESOLICITATION ANNOUNCEMENT ONLY. The Medical Readiness Contracting Office-Europe (MRCO-EUR) is planning to issue a solicitation for the lease of a Total Laboratory Automation System and supplies to run reportable patient tests for the Department of Pathology and Area Laboratory Services (DPALS) at Landstuhl Regional Medical Center (LRMC) and provide clinical chemistry testing capabilities at the SHAPE (Mons, Belgium) and Grafenwoehr (Bavaria, Germany) Army Health Clinics. The resultant contract type will be an Indefinite Delivery / Indefinite Quantity (ID/IQ) type contract with Firm-Fixed Prices (FFP) established in the ID/IQ contract. Lowest Price Technically Acceptable (LPTA) source selection process will be used. The solicitation will be issued for full and open competition. All vendors must be registered in the System for Award Management (SAM) at the time an offer is submitted, and lack of registration shall make a proposal ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via Internet at https://www.sam.gov. This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes. CONTRACT INFORMATION The MRCO-EUR is seeking qualified firms to provide leasing of a Total Laboratory Automation System and supplies to run reportable patient tests for the Department of Pathology and Area Laboratory Services (DPALS) at Landstuhl Regional Medical Center (LRMC) and provide clinical chemistry testing capabilities at the SHAPE (Mons, Belgium) and Grafenwoehr (Bavaria, Germany) Army Health Clinics. Award will be made using the Lowest Price Technically Acceptable (LPTA) source selection process. The Government intends to award a contract to the Offeror deemed responsible in accordance with (IAW) the Federal Acquisition Regulation (FAR), whose proposal provides the lowest price with acceptable technical and past and present performance. The Government will evaluate Factor (1) Technical Capability to determine technical acceptability, Factor (2), Past or present performance, and Factor (3) Price, to determine the successful awardee. REQUIRING ACTIVITIES: Department of Pathology and Area Laboratory Services (DPALS) at the Landstuhl Regional Medical Center (Landstuhl, Germany) and the Army Health Clinics at the SHAPE (Mons, Belgium) and Grafenwoehr (Bavaria, Germany). SCOPE: Total Laboratory Automation for this requirement is a complete package that includes a total laboratory automation system (TLAS) with equipment and appropriate connections capable of clinical laboratory testing in chemistry, immunochemistry, hematology, coagulation, and serology, along with all necessary reagents, tools, materials, personnel training, auxiliary systems (e.g., water purification and uninterruptable power supplies, automatic refrigerated sample archiving, single-point remote access to TLAS-connected analyzers), and services necessary to meet the testing and analysis requirements for DPALS at LRMC. The Contractor shall perform to the standards and acceptable quality levels identified in the PWS and associated contract documents.
