Description
Update on 8 April- Responses to Industry Clarification Questions:� Question #1 Attachment 3 - Instructions to Offerors (15Mar24).pdf section 5.1.5.1 Financial Resources (pg. 7) requires Offeror to have adequate financial resources in accordance with FAR 9.104-1(a) and requests Offeror fill out highlighted portions of Attachment 3, Appendix B SF-1407 Preaward Survey of Prospective Contractor (Financial Capability). Can a signed letter demonstrating our financial capability and ability to obtain resources in lieu of completing SF-1407 be submitted? Government Response #1:Please provide the data you have available to meet the requirements of providing �adequate financial resources in accordance with FAR 9.104-1(a)� During the Government evaluation of contractor responsibility the Government will determine if more information will be requested. Question #2: The Description/Specifications/Statement of Work section (pg. 4) of Min Award LSUG Model Contract_Solicitation - FA881824RB004.pdf states �Work to be performed will be in accordance with Attachment 1, Statement of Work (SOW) dated 05 August 2021�. However, the Minimum Award LSUG SOW.pdf cover page has a date of �29 July 2019�. Is there an updated LSUG SOW or is the 29 July 2019 SOW included in the solicitation correct? If it is correct, are we okay to update the date on pg. 4 of the LSUG Model Contract to 29 July 2019 prior to signature? Government Response #2: The pdf dated 2019 is incorrect. SAM.gov now has the right attachment with the correct pdf with 2021 date. The only difference in the document is the include of the required PoP, which is 90 days. Question #3:What is the Period of Performance for the Min Award LSUG Model Contract_Solicitation - FA881824RB004.pdf? When is the LSUG due to the Government and when should Offeror expect payment? Government Response #3: The PoP is 90 days. Payment will be accomplished once LSUG is submitted and accepted by the Government. ___________________________________________________- The Space Systems Command (SSC) Launch Enterprise, Small Launch and Targets Division, Rocket Systems Launch Program (RSLP), at Kirtland Air Force Base, New Mexico, is releasing a Request for Proposal (RFP) for the Orbital Services Program-4 (OSP-4) On-Ramp #2, multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to expand the current vendor pool. The RFP is included as an attachment to the announcement. The first minimum award task order is also attached. All qualifying offerors awarded a basic contract will be awarded a Launch Service User Guide Study Task Order for $50,000. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees. The OSP-4 Bidder�s Library is now accessible to interested parties by request only. The library provides a collection of relevant program guidance and reference documents not generally available to the public, to which offerors may need access in order to develop high quality proposals. The OSP-4 Bidder�s Library will be mailed to a specified address via a compact disc. Parties interested in accessing the OSP-4 Bidder�s Library should send their requests to the email addresses below. The requests should include: company name; Commercial and Government Entity (CAGE) code; and point-of-contact name, email and phone number. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
