- The Naval Air Systems Command (NAVAIR) awarded a cost-plus-fixed-fee (CPFF) delivery order modification for the procurement of the Ancillary install support and A-Kit Non-Recurring Engineering (NRE) for United States Navy (USN) P-8A aircraft Increment 3 Engineering Change Proposal (ECP) 6 installation CLINs and increased quantity for Royal Australian Air Force (RAAF) P-8A aircraft ECP 6 Retrofit A-Kits by quantity 1. The effort was procured pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" The Boeing Company is the original designer, developer, and manufacturer of the P-8A and its sole integrator.� Aside from the configuration and non-commercial and commercial technical data associated with each aircraft excluding the test instrumentation, the Government does not possess any technical data associated with the test instrumentation nor can the Government acquire the necessary data.�
