Description
DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to award a Firm Fixed Price (FFP) Construction contract for the Camp Buehring Microgrid at Camp Buehring, Kuwait. �This project is to construct a microgrid with controls to provide power to the ARCENT Readiness Training Center (ARTC) at Camp Buehring. The project will include the following: add a new 500kW solar photovoltaic (PV) array on roofs, add a new 200kW solar PV array on new carports, and a 1.5MW/1.5 MWH technically proven battery energy storage system (BESS), and one new 1500kW generators. Rooftop PV will be installed on 2 of the following Buildings in the ARTC (605,606, 608, 610 or 611), and new carports next to the ARTC. The MCS will install a stand-alone network with monitoring and control system. The microgrid will be capable of providing for Mission critical operations, as required, while also supporting daily operations through integration with the existing diesel generator sets. TYPE OF CONTRACT AND NAICS: This contract will be for one (1) Firm-Fixed-Price (FFP) construction contract awarded through the Best Value Trade-off Process. The North American Industrial Classification System Code (NAICS) for this effort is 237130 � Power and Communication Line and Related Structures Construction. TYPE OF SET-ASIDE: This acquisition will be advertised as 100% Full and Open Competition. SELECTION PROCESS: This procurement will be operating under FAR Part 15. The proposals will be evaluated based on the best value to the Government. � CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with DFARS 236.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 22 April 2024. �Details regarding the Optional Site Visit will be included in the solicitation.� Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to https://www.SAM.gov. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the Contracting Opportunities website, https://www.SAM.gov. �Paper copies of the solicitation will not be issued.� Telephone and Fax requests for this solicitation will not be honored. �Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. �To download the solicitation for this project, contractors are required to register at the Contracting Opportunities website at https://www.SAM.gov.� Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. � REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at https://www.SAM.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Joint Contingency Contracting System (JCCS): https://www.jccs.gov/ If an offeror is a joint venture (JV), the JV entity must have a valid registration representing the JV as one business/firm/entity. This is applicable to SAM and JCCS. The Government will not accept separate registrations and licenses for each separate entity representing the JV. SPOT registration is required for performing work under this contract. In accordance with DFARS clause 252.225-7040 �Contractor Personnel Authorized to Accompany US Armed Forces Deployed Outside The United States�, you are required to record all personnel working under this contract in the Synchronized Pre-Deployment Operational Tracker (SPOT) system. The SPOT system is found at https://spot.dmdc.mil. This requirement is for all employees of the Prime and their Subcontractors at every tier of performance of this contract.
