- Dispatch Services for Burning Man Event BLM Nevada State Office 140L3924R0009 The Bureau of Land Management (BLM), Nevada State Office has a requirement for Dispatch Services for The Burning Man Recreational Event. The Burning Man Recreational Event is an international art festival and an experiment in a �temporary community dedicated to radical self-expression and self-reliance�. The temporary community of Black Rock City is created for eight days and becomes the seventh largest city in Nevada. The event takes place on the Black Rock Desert within the Black Rock/High Rock NCA, managed by the Winnemucca District Office. A Special Recreation Permit (SRP) is issued to Black Rock City LLC, which is responsible for all activities within Black Rock City. The BLM�s operational mission is to ensure public safety and resource protection through the enforcement of the event closure order, the SRP stipulations, and other Federal laws/regulations. In addition, BLM assists local law enforcement with enforcement of Nevada state law. To accomplish this mission the BLM has adopted the Incident Command System (ICS), integrating multiple agencies and functions. The event ICS structure includes command, operations, and support positions. The operation covers all three event periods of the detail: Pre-Event; Main Event; Post-Event (8/17 - 9/5: 19 days). Contractor shall provide experienced and trained personnel to staff and operate the BLM portion of the Emergency Dispatch Center (EDC), 24 hours per day in support of the event. The BLM intends to issue a solicitation as a Small Business Set Aside, The BLM anticipates issuing a single firm fixed price award from this solicitation for one Base Year and One Option Year. The NAICS code for this acquisition is 561990, All Other Support Services and the size standard is $16.5M. A Request for Proposal (RFP) solicitation package will be available electronically on or about April 22, 2024, through the Government Point of Entry (GPE) website located at www.sam.gov. Proposals will be due no later than May 8, 2024. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. Award will be based on Best Value, Trade Off process in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs. The primary Point of Contact is Tyler L.
