- Interactive Electronic Technical Manual (IETM) (closes 18-APR-2024) This is a Request for Information (RFI) for written information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations nor a solicitation announcement for proposals. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. All organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. Background: The Naval Air Warfare Center, Aircraft Division, Lakehurst NJ (NAWCADLKE) is soliciting information and comments from industry on its ability to provide an Interactive Electronic Technical Manual (IETM) for the V-22 Osprey aircraft program. It is a requirement of the V-22 Joint Program Office and Naval Air Technical Data and Engineering Service Command that all technical data be authored into the V-22 IETM.� Definitions: Requesting information for potential support entities for Government in-house Peculiar Support Equipment (PSE) designs of current IETM software configuration. The entity shall use and or enhance the V-22 PSE end item source data provided by the Government, to develop and incorporate tasks and procedures for PSE servicing, inspection, maintenance (both preventative and corrective), Illustrated Parts Breakdowns (IPB) and graphics deliverable products into the Logistic Support Analysis Record (LSAR) and IETM and deliver any new data for the LSAR and IETM in the current accepted electronic format. The entity must ensure validity of the technical data product delivered, and ensure it is traceable to the LSAR and applicable Engineering Drawings, develop SA task narratives and provide reports for incorporation into the IETM.� A combined Contractor Validation and Government Verification would be conducted for any developed PSE end items. General Guidelines Your information package should not exceed 10 pages.� Information package should include examples of proficiency in V-22 IETM development, Systems Logistic Integrated Capability (SLIC) database usage, Publication Data Authoring Tool (PDAT), IPB, and Pheonix Presentation software. Eligible candidate submissions should reflect a high level of proficiency/experience as follows: - Proficiency and expertise in the development and use of the V-22 IETM and the V-22 PDAT. - Extensive knowledge in mechanical, electrical, avionics and support equipment systems. - Ability to effectively analyze and evaluate engineering source data, vendor data, and customer data in order to design, organize, and develop technical data required to operate and maintain V-22 weapon systems. - Ability to effectively analyze and evaluate impact of engineering changes on technical data. - Expertise in developing and implementing maintenance tasks, Trouble Shooting Procedures and Maintenance Operational Check (MOC�s). - Highly skilled in reading, interpreting & analyzing engineering data, tool lists, LSA data and supporting databases. - Extensive knowledge of V-22 Tiltrotor systems operation, US Navy maintenance concepts, V-22 Engineering and Product Support processes. - Proficiency and expertise in performing quality reviews and validations, conduct in-process reviews, and support verification. 1.
