- The United States Coast Guard (USCG) Office of Specialized Capabilities Document and Media Exploitation (DOMEX) (CG-7213) is seeking information from potential vendors who are interested in, and capable of supporting the Digital Evidence First Responder�s (DEFR) Certification and Competency Training Program for the USCG. This RFI seeks information with regards to the following: Can you provide comprehensive lecture(s), demonstration(s), and practical exercise(s) on the identification, preservation, and analysis of Global Positioning System (GPS) devices operating in the maritime environment? Can you provide GPS manufacturer software to allow the forensic examinations of GPS devices commonly found on a vessel? Does your learning platform have training paths that align with maritime law and can be used on a standalone computer and/or personal device? Can you provide student handbooks and presentation material? Can you provide seats for individual CG users to attend online, instructor-led trainings? What is your company size and socio-economic status? Can you provide the following instructional deliverables? Certification for up to 30 students Comprehensive review of: 1. GPS examination, preparation, and analysis in support of the maritime environment 2. Maritime case law as it applies to GPS Forensics and pertinent legal considerations 3. Maritime GPS Receiver and Global Satellite Navigation Systems 4. Seizure and processing of GPS systems and electronic devices operated in a maritime environment 5. Familiarization with GPS Forensics hardware and software used in a maritime environment 6.
