[1/17 1:06 PM] Cox, Brenden S (SA) PO3 USCG SFLC (USA) This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: The CTR shall provide:� 1.� SCOPE 1.1 Intent. This work item describes the requirements for the Contractor to perform load testing of designated Ship Service Diesel Generator (i.e., SSDG) listed in Table 1. None. 3.1.2 Tech Rep. The Contractor must provide the services of a Qualified Technical Representative who is familiar with the Caterpillar Ship Service Diesel Generator (i.e., Model 3512B0 to accomplish the following on site: Advise on manufacturer's proprietary system information. Assist with the following installation and repair method(s) Ensure compliance with manufacturer's procedures and standards during system disassembly, inspection, and reassembly as applicable. 3.1.2.1 Ensure the Tech Rep has experience with the system/equipment stated above and demonstrated on their r�sum�. 3.1.2.2 Submit the name and r�sum� of the Tech Rep to the COR at the Arrival Conference. 3.1.3 Protective measures.� The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences.� The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: Piping Electrical Cables Switchboard Vent Ducting Motor Operated Valves 3.2 Background information.� SSDG listed in Table 1 will be modified by the Coast Guard for the following task: Bearing Replacement Laser Alignment Pinning and Machine Work 3.2.1 After completion of above listed tasks by the Coast Guard, the intent of this Work Item is for the Contractor to perform load testing of designated SSDG listed in Table 1. 3.3� Work location.� The concerned work area is listed in Table 1.� See the applicable drawings in References in Paragraph 2 for guidance, locations, and details.� Electrical one line diagram is shown in the Figure 1 for reference. 3.4 Grounding.� The Contractor must bond and ground each cable in accordance with MIL STD-1310.� (Note: If the load bank is placed on the Pier, then its frame must be insulated from the concrete. If the load bank is mounted on the flatbed truck, the tires will accomplish the isolation. An equipment ground (#4/0 Awg) conductor must be run from the load bank to the ship hull. 3.5 Contractor Furnished Materials (CFM).� The Contractor must furnish materials listed in the Table 2 for load testing of the SSDG listed in Table 1. TABLE 2 � CONTRACTOR furnish MATERIALS MATERIALS description SOURCE OF SUPPLY Load Bank 1500 KW, 450 Volt AC, 3 Phase, 60 Hz, Resistive Electrical Equipment�s Rental Company Load Bank Cables Approximate length of 300 Feet Cables with ring tongue compression lugs (6 Paralleled #4/0 copper load bank conductors per phase (18 Total x 300 Feet) and one additional length for the equipment grounding conductor or Six LSTSGU-400, Two Cables at each Phase Tony Santiago Murray Benjamin Electric 397 West Ave. Stamford CT 06902 (203-705-2100) OR Any Electrical Cable Supplier 3.5.1 The contractor must provide miscellaneous hardware required for electrical installation (i.e. Box Connectors, Lugs, Fasteners, Wire Nuts, Tapes and Cable ties, etc) of the electrical equipment. WARNING Complete Red Danger Tags In ACCORDANCE with COMDTINST 9077.1 (series). 3.6 Load testing. �The Contractor must provide labor and crane services as necessary for placing load bank at pier. After completion of load bank testing of SSDG, the Contractor must remove all installed equipment and cables used during testing. 3.6.1 Testing plan. The Contractor with Tech Rep support must submit a test plan for load testing of the SSDG in accordance with Caterpillar Publication SEBF9011-26 and TP 7119. Submit the load testing plan at Arrival Conference. 3.6.1.1 The plan must cover the following topics at a minimum: � Emergency shutdown procedures � Load bank specification and location � Cable locations for load bank � No-load tests � Loaded tests � Data to be collected during tests � All proposed connections, cable and load bank configurations 3.6.1.2 The Contractor must prepare load testing plan of the SSDG as per guidelines provided in the Figure 2. 3.6.1.3 The Contractor must start testing of the SSDG after approval of the Test Plan by COR/QA. 3.6.2 After placing load bank at suitable location (i.e., On the pier) the Contractor with Tech Rep support must install the cables from the load bank to associated SS Switchboard bus bars (i.e.� Back side of SS Switchboard No.1 or No.2S or No.3S).� 3.6.2.1� Ship Force electrician should verify dead bus before the Contractor installs the cables from SSDG/Switchboard to load bank. CAUTION THE BACK SIDE OF THE SWITCHBOARD SHOULD BE ROPED OFF AS A PERSONNEL EXCLUSION AREA (APPROXIMATELY 10 FOOT RADIUS FROM ANY VISIBLE LIVE BUS 3.6.2.2 The Contractor must route cables from designated SSDG to load bank through hatches and passageway. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. SAFETY At any point in the load test or operational testing period if the need presents itself the engine � Prime mover may be shut down by the Tech rep with communication to the USCG operational Engineer utilizing the local EOS, E stop or shut down from the switch gear.� Any of the three options will automatically open the SSDG buss breaker. 3.6.3 After warmup of SSDG until coolant temperature reaching 140 Degree F, the Contractor with Tech Rep support must perform the load testing of designated SSDG listed in Table 1 at following load condition. Submit a CFR. TABLE 3 � LOAD TESTING test no LOAD TIME 1 �*No Load 15 Minutes 2 25 % Load 30 Minutes 3 50 % Load 30 Minutes 4 75 % Load 30 Minutes 5 100 % Load 120 Minutes 6 No Loas 15 Minutes * Running no load testing. No load testing will consist of running the engine at idle rpm until the engine coolant temperature reaches 140 deg. F during that warmup time safety testing will be performed for oil psi and temp warning and shut down and coolant temp. warning and shutdown. Shipboard alarm verification will be observed at that time as well. *Bearing temperature. Bearing temperature (i.e. NDE and DE) reading must be taken at no load 900 RPM and 1800 RPM. 3.6.3.1 Load bank readings must be taken every 15 minutes of the following parameters: Engine, Coolant temp, oil pressure, battery voltage, boost, intake air temp after the aftercooler, exhaust stack temp left and right bank In addition to the generator load test form a Caterpillar steady state engine performance file shall be recorded on the engine ECM all related available information. Generator information, voltage reading per phase, amperage readings per phase, HZ, bearing and winding temps if installed. Pre and post-test PSSRP shall be saved on the ECM to provide verification of all available diagnostic codes and events. All electronic files and reports must be sent to the COR and distributed through proper channel. 4 Load test documentation.� After completion of testing, the Contractor must provide Data Sheet of load testing of SSDG to the COR. 4.� NOTES Period of performance- 04/12/2024-04/16/2024 FIGURE 1: ELECTRICAL ONE LINE DIAGRAM RDD/POP� 04/12/2024-04/16/2024
