- Pre-Solicitation Notice Solicitation Number: M67854-24-R-7603 Agency: Marine Corps Systems Command Introduction: The Marine Corps Systems Command intends to issue a solicitation for Post Deployment System Support (PDSS) services necessary for the operation, sustainment, maintenance, interface, system integration, connectivity, and updates of the fielded systems and software within the Program Manager, Logistics Integrated Information Solutions � Marine Corps (PM LI2S-MC) portfolio of Logistics capabilities and systems.� The Government plans to conduct a source selection in accordance with the commercial competitive source selection procedures contained in Federal Acquisition Regulation (FAR) Part 12, in conjunction with FAR Part 15, resulting in a single award of an indefinite delivery indefinite quantity (IDIQ) contract. The Government intends to structure the contract as a Firm Fixed Price contract with Cost Only CLINs for other direct costs.� This pre-solicitation notice is intended to inform potential offerors about the upcoming procurement opportunity and gather feedback or input. Description of Requirements: The solicitation will include requirements for the PM LI2S portfolio. PM LI2S-MC manages a portfolio of Marine Corps Logistics systems aligned under three Product Managers (PdMs) as described below. PdM Global Combat Support System-Marine Corps (GCSS-MC) is responsible for continuous delivery and support of the GCSS-MC and for developing and implementing deployable, leading-edge technology that enables logistics modernization and maximizes USMC combat effectiveness through improved logistics visibility.� GCSS-MC is designated as a Business System Category I (BCAT I) program currently in sustainment, and is the USMC�s Accountable Property System of Record (APSR). The Milestone Decision Authority (MDA) is the Navy Component Acquisition Executive and program is executed under PEO MLB Acquisition oversight. PdM GCSS-MC has requirements for new capabilities and enhanced capability delivery, as defined by the Enterprise Change Control Board (ECCB) and by USMC Enterprise mission drivers related to maintaining a clean financial audit due to GCSS-MC's designation as a financial feeder system. Examples of capabilities in the pipeline for delivery include: Desktop Virtualization: Allows the user to interface with GCSS-MC in a highly degraded environment without the adverse effects that a high latency low bandwidth provides. Email Mobile Query: Allows business data and operations to take place via an e-mail interface. Denied, Degraded, Intermittent and Latent-Marine Corps Logistics (DDIL-MCLOG) enables 14 core GCSS-MC functions to operate in fully disconnected environments, monitoring network availability to allow synchronization as communications are available. As a financial feeder system, GCSS-MC is in a continuous pipeline to modify or enhance system attributes to meet evolving financial audit-driven requirements.� This includes an interface to the Defense Agencies Initiative (DAI) system which is the USMC�s primary Financial Management System. PdM Tactical Logistics Systems (TLS) develops and deploys disconnected and mobile logistics information technology tools to provide enhanced warehousing and inventory management, enabling increased logistics visibility and capability to the USMC. Telemetry - fusing information from multiple repositories of logistics information and graphically displaying it on the user-defined operational picture. Marine Air-Ground Task Force (MAGTF) Logistics Support Systems (MLS2) Cloud Migration initiative enables migration of the Transportation Capacity Planning Tool (TCPT), Common Logistics Command and Control System (CLC2S) and web-Storage Retrieval Automated Tracking Integrated System (STRATIS) into a Government-approved existing or future cloud environment and tactical communication network architecture. PdM Data Environment & Integration (DE&I): Provides the USMC Enterprise Logistics community with systems that support data analytics and capabilities to unify and integrate data from disparate sources throughout the logistics chain of command. �Systems in the DE&I Portfolio include: Technical Data Management (TDM)-Catalyst: Provides Item Master (catalog) and provisioning capabilities.� TDM Publications.
