Description
This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No quotes are being requested or accepted at this time with this notice. In accordance with FAR 10, Market Research, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to the Sources Sought Notice. The purpose of this announcement is to gain knowledge of potential qualified sources and their size classification. The Department of Veterans Affairs (VA) Coatesville VA Medical Center (CVAMC), 1400 Blackhorse Hill Rd, Coatesville, PA 19320, is seeking potential sources capable of providing Cisco Codec Plus and Quad camera installation per the Draft Statement of Work below. Potential Sources shall respond with their ability to provide these services as outlined in the draft SOW. The North American Industry Classification System (NAICS) code being considered for this procurement is 238210, that the Product Service Code (PSC) is N059. The Small Business Size Standard is $19 Million. Please include the following information in your response: Company name Address Contact person name, phone number and email address UEI # Business size/classification/type (i.e. 8a, Hubzone, SDVOSB, VOSB, etc.) Standard industry practices important to the installation of hardware (if applicable) Company s capability to meet this requirement and any pertinent information which demonstrates the company s ability to meet the requirements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address. Responses to this Sources Sought Notice should be submitted directly via email to jefferson.mann@va.gov. Responses must be received no later than 12:00pm (noon) ET, 04/08/2024. No solicitation document is available at this time. This notice is simply for Market Research Purposes only. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice. STATEMENT OF WORK FOR COATESVILLE VA MEDICAL CENTER BACKGROUND: The current Cisco equipment in training rooms 221, 228E, and 229 housed in Building 38 are needing to be decommissioned and installed with new Cisco Codec Plus and quad camera. Those three training rooms currently have Audio/Visual equipment that was installed by an external vendor and installed to be compatible with the previous Cisco equipment. The proposed work would allow the already established audio/visual equipment to be integrated with the updated Cisco Codec Plus and quad camera. DESCRIPTION: To install Office of Information & Technology (OIT) Cisco Codec Plus and quad camera equipment that will replace existing older Cisco Units. The Cisco Codec Plus and quad camera are being supplied by the Government. The vendor will be installing the supplied Cisco Codec Plus and quad camera that will replace existing older Cisco units. This consists of: install the new codec above the top right corner of the currently installed display monitor in the identified rooms below. The contractor shall use the existing camera mount as a shelf for the new Codec. Installing the new Quad camera above the current installed display monitor. Checking all current cabling for the Extron equipment and installing the new cables that come with the new codec. Test existing Extron control panel and make sure it is working properly. If equipment is not working properly the contractor will take action to ensure equipment is working. Organize cabling at the desk where the currently installed computer and Extron control panels are located, ensuring that cables are organized and secured behind the desk. PLACE OF PERFORMANCE: The Coatesville VA Medical Center (CVAMC): 1400 Blackhorse Hill Rd., Building 38 rooms 221, 228E, and 229 Coatesville, PA 19320. PERFORMANCE REQUIREMENTS: The contractor shall provide all equipment, supplies, personnel, and transportation required to perform audio-visual equipment upgrades at the CVAMC, except as noted below. Equipment that is currently on hand that will need to be installed includes the following: Webex Codec Quad Camera CS-QUADCAM V01 Webex Codec Plus CS-CODEC-PLUS V02 with wall mount kit Conference Bridge CS-T10-TS V03 Cisco Webex Room Navigator with Installation Guide and Table Stand Cisco Webex Room Kit Plus with Installation Guide Cisco Table Microphone and Installation Guide Existing camera mount from previous outdated camera that is above the display. Current equipment existing in the room include: Sharp 84 touch screen display that is mounted to the wall Previously installed Extron equipment with wall box to select display and turn on/off display. Equipment upgrade services shall include the following: Systems Installation Services: Onsite installation labor, design, administration, project management and logistics for Rooms 221, 228E, and 229. This includes installing the new Quad camera above the display and use the existing camera mount as a shelf for the new Codec. Install the new codec above the top right corner of the display. The Extron equipment is currently coded for existing equipment and will need to be updated for new equipment to ensure full functionality of all system components. Hardware and Cabling: Any hardware, cabling, and connectors required for a complete and clean installation in rooms 221, 228E, and 229. Hardware may include additional items to assist in mounting the equipment. SPECIAL CONTRACTOR PROVISIONS: Contractor Responsibilities: The contractor shall be responsible for the actions of all individuals provided to work under this contract. If in the event damages of any kind are caused by contractor personnel, the contractor shall be responsible for the resources necessary to remedy the incident at no additional cost to the Government. The contractor shall be responsible for ensuring that all individuals provided to work under this contract are properly licensed to operate a motor vehicle, if operating a motor vehicle on VA property is required. Security Requirements: Prior to the commencement of any work under this contract, upon arrival to the CVAMC, contractor personnel shall first check-in with the VA Police (Building 1) to obtain a VA visitor badge. The contractor employee shall be responsible for safeguarding the badge and immediately report if the badge has been lost, stolen, or destroyed to the VA Police. Contractor personnel shall properly display their employee identification badge and VA visitor badge always while on VA property so that their name, photo, and the company they work for can easily be seen. All contractor personnel shall properly sign out with the VA Police upon the completion of all daily work activities. Required Contractor Notifications: Contractor personnel shall inform the Program Point of Contact (POC) of the need to gain access to secured areas. If access is required to secured areas, prearranged scheduling will be coordinated between the contractor and the POC. The contractor shall coordinate all equipment shutdowns with the POC. If work is required beyond the terms of this contract, the contractor shall provide the Contracting Officer (CO) and the POC with a written cost estimate for any additional work or materials at no cost to the Government. The contractor shall not perform any work or make any purchases beyond the terms of this contract without approval from the CO. Interference in Performance Requirements: The following provisions shall be adhered to by contractor personnel throughout the duration of this contract: The contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility, e.g., utility services, emergency responses, the passage of facility patients/personnel, etc. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the Government. VII. PERFORMANCE SCHEDULE: Period of Performance: Contractor will complete project within 45 days of awarded contract.
