������������� RE: Solicitation: SPRRA1-24-R-0025; Huntsville DLR Add 24-4 - Acquisition of Items ���for SPE4AX-22-D-9000 This letter Request for Proposal is issued for the purpose of acquiring items identified by the National Stock Numbers (NSNs) on the attached Identification of Requirements (IOR). In reply, please reference Solicitation Number SPRRA1-24-R-0025; Huntsville DLR Add 24-4. The Government requests your best pricing and delivery terms for the parts based on the quantities listed. The Government required delivery lead-time, quality and packaging requirements are attached as well. The period of performance will be for a total of ten (10) years as follows: Ordering Period 1 (2025-2026), Ordering Period 2 (2026-2027), Ordering Period 3 (2027-2028), Ordering Period 4 (2028-2029), Ordering Period 5 (2029-2030), Ordering Period 6 (2030-2031), Ordering Period 7 (2031-2032), Ordering Period 8 (2032-2033), Ordering Period 9 (2033-2034) and Ordering Period 10 (2034-2035). The price and delivery proposed may be negotiated upon closing of this solicitation. �For non-commercial items exceeding the $2,000,000.00 threshold, Certified Cost and Pricing Data must be submitted. This correspondence constitutes a letter solicitation to add multiple Depot Level Repairable (DLR) parts to Contract SPE4AX-22-D-9000. The terms and conditions must be in accordance with those of the basic contract. This requirement has been advertised in the SAM.Gov website for viewing by the general public. If another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier.� Due to the establishment of a subsumable contract for the Blackhawk platform stemming from the proposal requested, Contractor Cost and Software Data Reporting (CSDR) is required for this solicitation. Reliable and comprehensive cost data is essential to produce credible cost estimates as required in both statute and regulation. The governments goals and use of CSDR data is to improve the quality of cost estimates; ensure proper resource allocation occurs within the DoD; and enable data driven decision making by program and department leadership. The Contractor shall systematically collect and report actual contract costs in accordance with the following Contract Data Requirements Lists (CDRLs): COST AND HOUR REPORT (FLEXFILE) QUANTITY DATA REPORT (DD FORM 1921-Q) MAINTENANCE AND REPAIR PARTS DATA REPORT DI-MGMT-82163 CONTRACTOR BUSINESS DATA REPORT (DD FORM 1921-3) APPLICATION TO SUBCONTRACTORS The Contractor shall flow down CSDR requirements to subcontractors (regardless of subcontractor tier) when the subcontract value is expected to exceed $50 million using the maximum allowable contract quantities, hours, or options (as applicable), as required by Department of Defense (DoD) Instruction 5000.73 - Cost Analysis Guidance and Procedures. Subcontractors that meet the CSDR flow down requirement are referred to as direct reporting subcontractors. The Contractor shall require direct reporting subcontractors to electronically submit CSDRs deliverables directly to the Defense Cost and Resource Center (DCARC). The Contractor shall ensure that direct reporting subcontractors collect data in sufficient detail to meet CSDR Plan and DoD Manual 5000.04 - CSDR Manual requirements. The Contractor shall collect and deliver data on all subcontractors to comply with CSDR Plan requirements. A subcontract is any agreement, purchase order, or instrument other than a prime contract calling for work or for the material required for the performance of one or more prime contracts. A subcontract usually covers procurement of major components or subsystems that require the subcontractor to do extensive design, development, engineering, and testing to meet a prime contractors� procurement specifications or performs work on behalf of the prime contractor in order to complete the prime contractors scope of work requirements. An expedient reply is requested. However, the closing date for the referenced solicitation is no later than the close of business 13 May 2024. Please send your proposal in writing.
