Description
Troy Lock � Stoplog Dam Concrete Recesses and Steel Lock Filter - Advanced Notice to Contractors: U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a Firm-Fixed Price contract for the Troy Lock Stoplog Dam Concrete Recess Repair and Steel Lock Filter Replacement. This project will be solicited as a Competitive 8(a) procurement via an Invitation For Bid (IFB). Project Description: The Project is divided into two categories: (a) The South Bulkhead Stop Log Dam Recesses and (b) Steel Bar Filter Screens for intake culverts. (a) The South Bulkhead Stop Log Dam Recesses � The goal is to demolish and replace the concrete recesses for stop-log dam installation. The tolerances of the existing concrete recesses of the lock guide walls no longer support installation of the stop-log dam used for dewatering the lock. The 45� beams used to construct the stop-log dam get stuck and will no longer slide down these recesses. USACE is unsure of what is causing the beam to get stuck during installation. The scope of work would include removing the deteriorated and uneven concrete, installing new concrete facing to the sides of the recesses to make them plum and flush with the correct tolerance to receive the beams. The current recesses are deeper than required and it may be decided to infill these to the correct depth needed. Steel rails or plates should remain on the back of the recesses to guide the beams down during installation with a crane. The existing wooden bulkhead recess plate will need to be replaced with a more modern system. (b) Steel Bar Filter Screens for intake culverts � The two existing steel bar filters are in poor shape and need to be replaced with a similar system. These are approximately 11�4� wide and 9�- 6� high and are made up of A-36 structural steel members. An access panel of approximately 2�x2� needs to be incorporated into each of the steel filters. The existing concrete which the filter is embedded into will need to be assessed and possibly repaired as well. It is anticipated that the IFB will be posted electronically via the SAM.gov on or about 30 April 2024 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM.gov website for any amendments. Bidders/Offerors are required to be registered in SAM.gov. The period of performance for this project is approximately 685 calendar days from the Notice to Proceed date. Site work may only be performed during the standard lock closing dates (30 NOV � 01 MAY) with the South Bulkhead Stop Log Dam Recesses being completed in phase 1, and the Steel Bar Filter Screens for intake culverts being completed in phase 2. The applicable North American Industry Classification System (NAICS) code is 237990 for Lock and Waterway Construction. The magnitude of this project is between $5,000,000 and $10,000,000. Proposals/offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division, at 26 Federal Plaza, room 16-300. All questions must be submitted in writing via email. SAM.gov will be utilized to issue the Solicitation and any amendments, if any. Telephone, email, or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want access to the solicitation must be registered with SAM.gov. Business opportunities can be located in SAM.gov. To keep informed of changes, check SAM.gov frequently. Project specification files and drawings are portable document files (PDF). Prospective contractors must be registered in SAM.gov prior to award. Lack of registration in SAM.gov may make an offeror or bidder ineligible for award.
