Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source bridge contract on behalf of the Armed Forces Medical Examiner Systems (AFMES) to SNA International, LLC. located at 500 Montgomery Street, Suite 500, Alexandria, VA 22314 under the authority as prescribed by 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for Non-Personal Scientific, Technical, Administrative and Logistical Support Services (STALSS). AFMES is the Department of Defense�s (DoD) leader in providing medicolegal services and emerging technologies essential for the readiness, sustainability, and survivability of our service members. As the only death investigation system for the United States (U.S.) Federal Government, AFMES is the only medical examiner system authorized to support the DoD with comprehensive forensic investigative services, to include forensic pathology, DNA Forensics, Forensic Toxicology, and Medical Mortality Surveillance. Continuity of critical services is required to support the Special Forensic Toxicology Drug Testing Laboratory (SFTDTL) and Emerging Drugs Surveillance (EDS) Program Sections of AFMES. These sections to process analysis for emerging illicit drugs, surveillance of emerging drug threats, and method development for DoD Forensic Toxicology Drug Testing Laboratories (FTDTLs) in direct support of the Drug Demand Reduction Program (DDRP)in order to meet the AFMES Mission. This is a notice of intent to issue a Bridge Contract on a Sole Source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 12 April 2024 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 12 April 2024.
