Description
The Regional Contracting Office-Bavaria is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for forklift capability and fuel resupply. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 33392 for the forklifts and 454310 for fuel resupply. Seeking a forklift capability with operator in Armenia to support US Army forces to load and offload equipment that weighs up to 10,000 lbs (4550kg) from a flatbed truck or C17 Cargo aircraft.��� Specifications are listed below: 1.� Period of Performance is 6-30 JUL 2024.�� Requirement is to have forklift capability w/ operator at each designated site simultaneously from 6-12 JUL 2024 and 22-30 JUL 2024 for eight hours per day and be able to provide forklift w/operator capability from 13-22 JUL 24 on a 18 hour call back. 2.� Vendor will provide a forklift with licensed operator that can operate a forklift in accordance with all rules and regulations of Armenia. 3. Vendor is responsible for providing a forklift with operator capable of lifting up to 10,000 lbs. (4550kg) at each location and must have tines on the forklift that are at least 72 inches (180 cm) to be able to lift a U.S. 463L aluminum pallet safely. 4. Vendor must provide all maintenance, fuel and lubricants for the forklift. 5. Locations near local military training areas are vicinity Zar, Armavir, and Pambak training areas 6. Other Location is the Yerevan Zvartnots International Airport. 7. Vendor must be able to have access to the Yerevan Zvartnots International Airport and be able to accomplish the following: a.� Be available for a one day safety training instruction prior to 6 July 2024 to be given by the airport for airport operations b.� Be willing to work with airport personnel that will accompany forklift and operator. c. Have the appropriate insurance required by Airdrome Manual/Appendix ADZ-Z, Paragraph 17/Safe performance of work at the airport, Organization of activities on the platform, Permit for entry of vehicles / the conditions of the permit are clearly stated for entry, in particular insurance in part - 17.2. � d. Be able to provide insurance policies that have comprehensive Air Side Third Party Insurance, in an insured amount that is not less than $1,500,000 US per occurrence. e.� Be able to provide insurance policies that include staff personal accident insurance. f. Be willing to agree in contract that the vendor is responsible to ensure safe operation of the forklift. g. Be willing to agree in contract that the vendor will adopt all measures needed to keep occupational health and safety, abiding by the applicable regulation in force related with the given industry. h. Be willing to agree in contract that the vendor has correspondingly instructed its staff on the technical instructions, envisaged by the Republic of Armenia laws and other legal acts, necessary for ensuring safe working conditions. 8.� Please indicate if vendor can provide forklifts at military training areas only if unable to at the airport Seeking a vendor that can provide a fuel tank(s) with pump unit that can store and provide up to 1000L of fuel for U.S. forces to utilize as part of military exercises in Armenia.� Specifications are listed below: 1. Period of performance is 10-30 JUL 2024. 2. Location is vicinity Armavir at a military training area. 3. Fuel tank delivery and pickup with NATO F34 (JP8) fuel.� If NATO F34 (JP8) Fuel is not available, then NATO F35 (JET-A1) Fuel. 4. Fuel tank(s) must be able to hold up to 1000L of fuel and vendor provides 800L of fuel upon initial delivery. 5. Vendor can provide additional fuel with a 24 hour notice. 6. Fuel tank is capable of self-service to pump fuel to facilitate fueling by US soldiers. 7. On call service for fueling assistance. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the capacity to perform these services, please respond no later than 05 April 2024, 1000 CET. If your organization has the potential capacity to perform these services and has the required equipment, please provide the following information: 1) Organization name, full name of Point of Contact (POC), address, email address of POC, Web site address, telephone number, and size and type of ownership of the organization; 2) Tangible (written) proof that your firm is registered with SAM.GOV and can do business in the country of Armenia on Day 1 of the contract. An in-depth capabilities statement in not necessary we are only looking for the following questions to be answered. Please answer the following question and provide a cost estimate: 1.� Does your company have services that meet ALL of the above specifications and can they be operated in Armenia? 2.� Provide a cost estimate in accordance with the attached excel.
