Description
This is Not a Solicitation Announcement. This is a Request for Information Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Since this is Request for Information announcement, no evaluation letters and/or results will be issued to respondents. No solicitation exits. Therefore, do no request a copy of a solicitation. The Department of Veterans Affairs VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified/verified Small Businesses capable of meeting requirement and salient characteristics below to provide Altoona VA Medical Center with a Replacement of Nutrition and Food Services Dish Machine. Replacement of Nutrition and Food Services Dish Machine Altoona VA Medical Center 1. Purpose of project: The approved vendor shall provide Hobart CL64e Dishwasher or Equal to all parts, labor, delivery, and installation as specified below. 2. Background: The Altoona VA Medical Center has need to replace the current dish machine located on the second-floor kitchen of the medical center. Component failure has been a frequent occurrence with the current machine since installation. Multiple work orders are placed to repair the machine while under warranty; it is likely the machine will continue to require work orders on a regular basis to maintain proper functioning. The work orders involved maintaining proper temperatures, booster heater failure, contactor failure, pump motor failure, and seal leakages. When the machine malfunctions and is unable to maintain proper temperatures, it poses a significant infection control risk and results in serving patients with disposable dishes. We serve an elderly population. Disposable dishes and dishware are difficult for this clientele to handle; in addition, disposable dishware increases service costs and increases waste. A properly functioning and reliable dish machine is critical to our mission. 3. Tasks and deliverables: The vendor will be responsible to deliver and install the new dish machine. The vendor will be responsible to remove current dish machine. Salient characteristics that must be satisfied, at a minimum, are: Tasks: Vendor will conduct site visit to establish accurate quote to provide a Conveyor Dishwasher /Garbage disposal meeting the salient characteristics below. Site visit shall be coordinated with site POC, Monday-Friday, between the hours of 7:30 am and 4:00pm. ** More information will be available when solicitation is posted. Vendor will include the cost of removal of the existing conveyor dishwasher/disposal system. (Vendor will retain old equipment/plumbing etc. to offset cost of removal) Vendor will complete installation and testing of equipment to ensure it functions properly. Vendor will provide weight of removed equipment plumbing for recycling reporting. Dish Machine: 1 each - Hobart CL64e Dishwasher or Equal Dish washer, parts, and accessories must fit into existing space. Exact measurements should be obtained during site visit. Must be able to wash at least 202 racks per hour Conveyor Drive Mechanism Automated conveyor Clean Table extension to accommodate 5 racks at a time standard rack size is 19 ¾ by 19 ¾ and 4 in height. 5 racks would require a clean table to be at least 8.5 long. Continuous Temperature monitoring Device Maintain 160F for wash temperature and 180F for rinse throughout entire cycle Insulated hinged double doors with door interlock switches Door Seal System 24-inch chamber height opening for the dish washer Top mounted micro-processer control module (digital control panel that users can see information regarding the unit. For example, low temperature alerts and dirty water indicators.) Energy saver mode Dirty water indicator Low temperature alert Delime notification Service diagnostics Computational Fluid Dynamic Designed Self-Aligning Wash Manifolds Stainless steel debossed anti-clogging wash arms Removable Integrated Pump Intake Screen (stainless steel screen that is inside the machine to reduce the amount of large particles getting into the water. The larger particles go into the scrap basket for easier cleaning.) Includes integrated industrial hospital grade garbage disposal unit (pre-wash) Stainless steel self-draining pump and impeller Single, sloping scrap screen and deep basket Stainless panels enclose perimeter and bottom Door actuated drain closure Single point electrical connection - 208v/60/3ph Convertible hot water or low temp final rinse Vent fan and booster heater control Direction of operation is right to left Stainless steel vent hoods Blower- dryer attachment - Chamber construction is stainless steel, welded and bolted. Vent is 4"" x 16"" inside dimension and contains a locking type control damper. Stainless steel wrap-around encloses entire external component assembly consisting of electric heater, motor and blower. Blower dryer is approximately 173/8"" above height of machine. Blower: Industrial fan-type with direct drive wheel. Housing of welded construction. 2 H.P. Blower direct drive motor. Motor Control: Ambient temperature compensated automatic resetting solid state overload protection, pre-wired. Operation controlled by dishwasher motor switch, i.e. blower functions only during machine operation. Stainless steel adjustable feet. Right Side loader Sheet pan tray racks (3 each) - 19 ¾ inches x 19 ¾ inches each Built-in Stainless Steel Booster Heater Standard warranty on parts and labor 4. Delivery: All items must be delivered to the following location: Altoona VA Medical Center Delivery Dock 2907 Pleasant Valley Blvd. Altoona, PA 16602 Monday Friday from 7:00am 3:00pm (excluding federal holidays) 5. Installation: Coordination of delivery and installation shall be done via email. 6. Training Requirements: (If required) All Vendors must receive Privacy training annually using one of the following methods: Complete VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information training by using VA s TMS system (https://www.tms.va.gov/). Vendors may use the TMS Managed Self Enrollment method to complete the training in TMS. The COR must ensure that all vendors are validated in the PHI domain. Complete the hard copy version of VA Privacy Training for Personnel without Access to VA Computers and provide to COR. 7. Badging Requirements: (If required) A compliant ID badge must be worn by Vendors always while on VA premises. The Vendor is required to comply with physical security guidelines by either checking in with the VA Police when they come on-site to perform contracted services, or by obtaining a VA Vendor ID badge from the VA Police. Responses to this RFI should include company name, address, point of contact, phone number, and point of contact e-mail, UEI Number, Cage Code, size of business pursuant to North American Industry Classification code (NAICS) 335220, Major Household Appliance Manufacturing, The Small Business Size Standard for this NAICS code is 1,500 employees. Please answer the following questions: (1) Please indicate the size status and representations of your business in accordance with the NAICS code _______, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.) (2) Is the required equipment available on a Federal Supply Schedule or Government Wide Acquisition Contract?  If so, please include the schedule number.  (3) Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above?  If not, provide additional information shown below.  This is to confirm compliance with the non-manufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers.  Does your company exceed 500 employees  Primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied;    Take ownership or possession of the item(s) with its personnel, equipment or facilities in a manner consistent with industry practice;   Provide the items of a small business (4) If your company is a large business, do you have any authorized small business distributors? If so, please provide their company name, telephone, point of Contact and size status (if available).  (5) If your company is a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified?  (6) If you intend to subcontract any work on this contract, what portion of the total cost will be self-performed/will be performed by your organization? Please provide estimated detailed percentage breakdowns related to sub contracted work and completion of job.  (7) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award.  (8) Please submit your capabilities in regard to the salient characteristics detailed above and any information pertaining to equal to items to establish capabilities for planning purposes?  (9) Please review salient characteristics/statement of work (if applicable) and provide feedback or suggestions. If none, please reply as N/A.  (10) Please provide your UEI number.  *** Submissions addressing number (10) should show clear, compelling and convincing*** evidence that all equal to items"" meet all the salient characteristics.  This RFI will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. This notice will help the VA in determining available potential sources only.  Do not contact VA Medical Center staff regarding this requirement, as they are not authorized to discuss this matter related to this procurement action. All firms responding to this Request for Information are advised that their response is not a request for proposal, therefore will not be considered for a contract award.     If a solicitation is issued, information will be posted on Contract Opportunities web site for all qualified interested parties at a later date and interested parties must respond to the solicitation to be considered for award.  This notice does not commit the government to contract for any supplies or services.  The government will not pay for any information or administrative cost incurred in response to this Request for Information.  Information will only be accepted in writing by email to Contract Specialist Olivia Osborne, at olivia.osborne@va.gov.  DISCLAIMER   This RFI is issued solely for information and planning purposes only and does not constitute a solicitation.
