Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by Network Contracting Office 2 (NCO 2) for the purpose of collecting information on Lynx Systems Technical Server Support for the VA NY Harbor Healthcare System Brooklyn, Manhattan, & St. Albans Campuses.The VA is seeking to provide for this requirement as of 04/24/2024 to establish a new service. The NAICS code identified for this requirement is 561612 Security System Services (Except Locksmith). The requirement is detailed in the Statement of Work section of this document. (e) Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to leia.labruna@va.gov by Wednesday, April 3, 2024 at 12:00PM EST. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. If any of the requested information is not supplied with the package, this may result in the contractor not being considered in the Government s Procurement Strategy. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor SAM UEI, DUNS number for size standard and socioeconomic verification in SAM and VetCert, as well as for any intended subcontractors. - Contractor shall provide 2 to 3 instances of experience which demonstrate that they are a firm regularly engaged in this type of work, to include subcontractors for those jobs. - Contractor shall provide a listing of any teaming agreements they intend to employ in the performance of this requirement if awarded. - Contractor shall supply proof of any applicable certification or training required to meet the regulatory requirements, if applicable. STATEMENT OF WORK Lynx Panic Alarm Technical Support Objective: Through the procurement of the Lynx Systems Technical SSA, LYNX, Enterprise Server support package, we aim to provide our VA Police security team, and Lynx Systems end-users with technical support when necessary, during emergency situations, and life-threatening events. This will promote software efficiency, and accuracy of the Lynx Panic Alarm performance for all end-users throughout the anticipated performance period. The Technical support package will help to ensure the Lynx Systems and software are operating according to standard, and free of technical deficits through routine software updates as they become available. Furthermore, it will enable Police Service to ensure prompt crises intervention, maximize surveillance, situational awareness and overall security for veterans, guests, volunteers, and staff throughout The VA New York Harbor Healthcare System facilities. Requirements: Lynx Systems Technical Support package will include the following: Access to the SSA, LYNX , ENTERPRISE SERVER Lynx Technical Support Team: Telephone Support, 8:00am - 5:00pm CST, Monday - Friday Telephone Support, - During Emergencies *Includes after-hours. Product Software Updates - Includes major and minor software updates upon release, to address technical software issues, provide essential system solutions for defects, and promote overall system s operation and development. Access to Online Support response Online Training Support - with customer preferred software - *When necessary for new end-users or System Administrators. Period of Performance: The period of performance is from 04/24/2024 04/23/2025, with the provision of four (4) option years. Place of Service: The products and services will be delivered and performed at the following sites: VA NYHHS Brooklyn Campus Police and Security Attn: Michael Lauria 800 Poly Place Brooklyn, NY 11209 VA NYHHS Manhattan Campus Police and Security Attn: Michael Lauria 423 East 23rd Street New York, NY 10010 VA NYHHS St. Albans Campus Police and Security Attn: Michael Lauria 179-00 Linden Boulevard Queens, NY 11424-1468 Acceptance Procedures: Prior to acceptance of the goods or services provided under this contract, inspection and testing will be performed by the Government in accordance with this clause. (a) Upon completing of installation, the equipment shall be turned over to the hospital for use. The contractor shall furnish, upon completion of installation, a written notice of readiness for inspection for the Contracting Officer or the COR.
