- Information Only, Pre-Solicitation Notice Scope of Work NRM Project No. 512-23-904 Repair 4B Water Damage The Department of Veterans Affairs (VA) VA Medical Center located in Baltimore, MD intends to issue an Invitation for Bids (IFB) to award a single, firm fixed price contract for Construction Services. This project consists of the contractor providing all supervision, labor, materials, and equipment to repair water damage at VAMC in Baltimore, MD for Project Number 512-23-904 Repair 4B Water Damage . Competition for this procurement will be restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSB). SDVOSB firms that submit bids on SDVOSB set asides that are not verified will be deemed nonresponsive. The magnitude of construction is between $25,000 and $100,000. The firm must be a general construction firm approved under NAICS: 236220, size standard: $45 million. The offeror shall obtain all necessary licenses or permits required to perform this work in the State of Maryland. Prospective contractors must be registered and current in the following websites: https://veterans.certify.sba.gov, and https://www.sam.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements shall be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be a pre-bid site visit for this project which will be held at the VA Medical Center, Baltimore, MD 21218. All interested parties are encouraged to attend the site visit. The date of the site visit will be confirmed in the solicitation. Prospective contractors may acquire solicitation documents, which are only available in .pdf electronic format by registering and downloading plans and specifications from the Contractor Opportunities website. Solicitation documents will be available on or about 4/17/2024. Approximate bid opening date is 5/28/2024. Firm site visit and bid opening dates will be provided on the solicitation once issued. The bid opening will be held virtually. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds. GENERAL SCOPE OF WORK: The contractor will provide all material, labor, equipment, and supervision necessary to complete the above-named project at the VA Maryland Health Care System (VAMHCS), Baltimore Campus. 1. Drywall Replacement a. Remove all furniture and appliances from within the room and store elsewhere within the work area. b. Install new drywall section and finish to match the existing. c. Install new cove base for the entire room. Cove base to match the existing. d. Move the furniture back into the room after inspection of the room by the VA. 2. Ceiling Replacement a. Replace all of the ceiling tiles in the 3B work area. Ceiling tiles to match existing. 3. Flooring a. Replace all previously carpeted flooring with healthcare approved vinyl flooring. 4. Water a. Legionella hyperchlorination is required. Thoroughly flush and sterilize the water pipes that have been stagnant during the duration of demolition/renovation. 5. Gas a. Gas lines within these areas must be turned back on after construction activities have concluded. Reference Specifications for more details. 6. Infection Control Barriers a. Remove and dispose of all erected infection control barriers to return area to working order. See ICRA and project s Drawings and Plans for reference. 7. Interior Finish a. All interior finishes within renovation areas must be returned to previous working order. These tasks include, but are not limited to, reinstallation of metal cabinets and painting replaced drywall. Reference Specifications for more details. 8. Assumptions a. These approximate quantities are the expected work to be done for this project. i. Approx. 2,000 sqft of drywall replacement ii. Approx. 1,000ft of cove base iii. Approx. 2,000 sqft of vinyl flooring iv. Approx. 3,100 sqft of acoustic ceiling tiles Work will be completed in 60 calendar days from Notice To Proceed
