- THIS IS NOT A REQUEST FOR PROPOSAL Renovate Motorpool Bldg. 4351, Fort Cavazos, Texas GENERAL INFORMATION: The project is for the design and construction of a Tactical Equipment Maintenance Facility (TEMF) inclusive of buildings 4351 (Vehicle Maintenance Shop); 4350 (Storage), 4352 (Dispatch Building); 4353 (Oil Storage); 4354, 4355, 4356, 5357 and 4358 (Grease Racks) on Fort Cavazos, TX. The North American Industrial Classification System code is 236220, which has a size standard of $45 million. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. The Phase 1 solicitation is anticipated to be issued on or around 3 May 2024 using a Two-Phase Design Build Process in accordance with FAR 36.3 -Two-Phase Design-Build Selection Procedures. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2024. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level certifications will be accepted. � PROJECT INFORMATION: The acquisition strategy will be a competitive, firm-fixed price, Total Small Business set-aside solicitation utilizing FAR 15, Negotiated Procurement using �Best Value� trade-off process. The project is for the design and construction of a Tactical Equipment Maintenance Facility (TEMF) inclusive of buildings 4351 (Vehicle Maintenance Shop); 4350 (Storage), 4352 (Dispatch Building); 4353 (Oil Storage); 4354, 4355, 4356, 5357 and 4358 (Grease Racks) on Fort Cavazos, TX. This project is for the renovation of Tactical Equipment Maintenance Facility (TEMF), Building 4351 and surrounding structures within the fence line on Fort Cavazos, TX. This project will replace the failing HVAC system, repair interior and exterior finishes impacted by moisture/high humidity, refinish floors in the maintenance bays and administrative areas, renovate the building exterior, provide a Standing Seam Metal Roof (SSMR), and install a 10-ton crane. Renovations shall increase the life expectancy of the Tactical Equipment Maintenance Facility by 25-years. The Design-Build Contract will include both Design and Construction of the required renovation. This solicitation will be evaluated under the Two-Phase Design Build Process in accordance with FAR 36.3-Two-Phase Design-Build Selection Procedures. In Phase 1, interested firms or joint venture entities (referred to as ""Offerors"") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the performance capacity in accordance with the criteria described in the Phase 1 solicitation and intends to select a target of five (5) of the Phase 1 offerors to compete in Phase 2. In Phase 2, the selected offerors will submit a technical proposal and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall ""best value"" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2. Anticipated project completion is 720 days from Notice to Proceed (NTP).
