NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACTSpecial Notice: FD-2024-119 NOAA/NMFS/SEFSC In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Echoview Using the procedures of FAR Part 13 the requirement is to procure the following: This requirement is for: Procurement of (2) Echoview Upgrades and modules, and twelve (12) months of annual Echoview Maintenance and Technical Support required to process imaging sonar (Sound Metrics ARIS and Kongsberg Flexview) and scientific echosounder (EK80) data from bottom-mounted moorings and ship-based surveys. (Base and 3 options) The applicable Size Standard is North American Industry Classification System (NAICS) Code 513210 with a Small business size standard of $47M. This Sole Source Determination is based on NOAAA's requirement that is the only Vendor that provides the required Supplies:The NOAA NMFS SEFSC uses imaging sonar and scientific echosounders to collect various sources of data on the status of marine resources. Resulting data from these systems are used to estimate fish, prey abundance, habitat, and bathymetry. The application of these diverse datasets is wide but includes the enumeration of reef fishes, assessment of suitable habitat, and identification of protected species, which collectively feed into SEFSC stock assessments (SEDAR) and models of resource distributions. The difficulties in effectively surveying resources using widely-used video technologies in habitats with low visibility have resulted in the allocation of IRA-Red Snapper funds to develop next-generation surveys, which include increased survey effort using imaging sonar and echosounder instrumentation. While SEFSC previously had active Echoview software licenses to analyze these datasets effectively, SEFSC licenses are currently expired and require upgrades and maintenance to return to active status. As Echoview is the standard processing software for these data types within NMFS, (2) active licenses are required to reinitiate analysis routines and meet the goals of mission essential activities. TECHNICAL SPECIFICATIONS: Echoview Upgrades and additional modules, and four annual, twelve (12) months of Echoview Maintenance and Technical Support Software must be able to process Sound Metrics ARIS, Kongsberg Flexview, and Kongsberg EK80 data Shall be able to process multibeam, split-beam, and single-beam echosounder data Shall allow for fish tracking, automation, school detection, and use of advanced analytical operators Shall allow for the use of standard process routines outlined by NMFS, which originate within the Echoview software platform Must be compatible with existing data populated Period of performance is Base year of August 1, 2024 to July 31, 2025 with three 12 month option periods. **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
