- The purpose of this amendment is to provide answers to the questions made by vendors during the site survey for Western Shelter and DLX maintenance services (RFQ no. 36C24824Q0649), held on 03/20/2024. The questions made in response to the aforementioned solicitation, as well as the answers are as follows: 1- Question: What parts does the Heating, Ventilation, and Air Conditioning (HVAC) preventive maintenance include? Answer: HVAC preventive maintenance services shall consist of the replacement of the HVAC filters, evaporator and condenser coil cleaning, as well as cleaning the HVAC system (inside and outside). Parts identified by the Contractor that need replacement will be procured by the Government separately from this contract. Personnel providing service to HVAC units are required to possess the Technician Type Universal Certification and the Board of Technical Refrigeration and Air Conditioning of Puerto Rico as required by the local Department of State This information has been added under section 6.5 of the revised PWS. 2- Question: Will the Government provide utilities for the Western Shelter and DLX maintenance services? Answer: Yes. Utilities (water, fuel, and portable generator, if needed) will be provided by the Government, for the provision of the services being procured. 3- Question: Will the Contractor be responsible for moving the trailers containing the Western Shelters or DLX system? Answer: In the case of an emergency or simulation event, the Government will move these trailers to the location of such emergency or event. The Contractor shall be responsible to perform maintenance where the Western Shelter or DLX system have been mobilized (within Puerto Rico), and transport back to their original location or alternate location selected by the Government. 4 - Question: Are the Western Shelter and DLX canvas new? Answer: Several canvases have been replaced. Around 60% of these are new. 5 - Question: What types of cleaning products can be used for the Western Shelter and DLX canvases? Answer: Refer to the original manufacturer s recommendations. Also, the cleaning products shall be biodegradable, as per section 6.7 of the PWS. 6- Question: Can the Western Shelter and DLX canvases be cleaned off-site? Answer: No. These shall be cleaned and maintained at the Government s facilities or temporary locations where they were transported by Government personnel in response to an emergency or event. 7- Question: How much time will the Contractor be allowed to perform maintenance and return the Western Shelter or DLX systems to their original location, if the maintenance is performed after being mobilized to an alternate location? Answer: Western Shelter and DLX system maintenance shall be completed within two weeks of the start of the services provisions. If the trailers have been moved due to the response of an ongoing emergency, both parties (Contractor and Government) can negotiate to for additional days. This requirement has been added to section 6.16 of the PWS. 8- Question: Can desiccants be placed in the trailers that contain the Western Shelter and DLX systems, to reduce the humidity in the trailer? Answer: Yes, so long as it does not go against manufacturer s recommendations. This product can be used inside trailers, not inside Western Shelter or DLX boxes. 9- Question: Is maintenance also required on the DLX system power generators? Answer: Yes. The DLX power generators are four (4) Shindaiwa (kwiet), and their model numbers are DGK15F. This requirement has been added to section 6.17 of the PWS. 10- Question: Is maintenance also required on the HVAC of the trailers in which the Western Shelter is located? Answer: Yes. Preventive Maintenance services shall also be conducted on the eight (8) HVAC units that belong to the trailers in which the Western Shelter system is stored. These units are eight (8) Dometic Penguin II Low-Profile, 13.5 - 15K BTU. This requirement has been added to section 6.4.7 of the PWS. Additionally, the quote submission deadline for this solicitation has been extended to April 2, 2024 at 3:00 PM (Atlantic Standard Time), to allow interested vendors to quote accordingly to the new information provided.
