Q&As and partnering information will be published on or around 16 March 2024.� � ********End Amendment 0001******* Request for Information Information Technology Enterprise Solutions 4-Services (ITES-4S) Solicitation Number: W519TC-24-R-XX4S Agency: Department of the Army Office: Army Contracting Command-Rock Island (ACC-RI) DESCRIPTION: On behalf of Project Lead Computer Hardware Enterprise Software Solutions (PL CHESS) under Program Executive Office, Enterprise Information Systems (PEO EIS), ACC-RI is issuing this Request for Information (RFI) to obtain information from Industry regarding the ability to provide IT services on behalf of the Department of the Army. PROGRAM BACKGROUND: ITES-3S is a decentralized $12B Multiple Award Indefinite Delivery/Indefinite Quantity (MA ID/IQ) contract vehicle currently consisting of 52 small businesses and 64 large businesses. ITES-3S contracts provide enterprise-level services for the Army, as well as other defense and civilian agencies. The ITES-3S scope includes a full range of IT services and solutions necessary for the Army to satisfy its support of Army Enterprise infostructure and infrastructure goals utilizing IT services throughout CONUS and OCONUS locations, including warzone areas. The scope includes the Command, Control, Communications, Computers, and Information Management (C4IM) requirements as defined in Army Regulations 25-1 (AR-25-1). Additionally, ITES-3S includes services and solutions necessary for the Army and other services to transition from current service-centric information environments to the enterprise Joint Information Environment (JIE) as directed by the DoD Chief Information Officer (CIO). The IT services solutions are currently categorized in the following task areas: IT Commercial Cloud Computing; Data Services; Intelligent Automation; Cybersecurity Services; Information Technology Services; Enterprise Design, Integration and Consolidation Services; Network/Systems Operation and Maintenance Services; Telecommunications/Systems Operation and Maintenance Services; Business Process Reengineering Services; IT Supply Chain Management Services and IT Education & Training Services. Ordering is open to Army, DoD and other Federal Agencies. PURPOSE: The Army has a requirement to provide IT services, as a follow-on to ITES-3S, to both the Army warfighter and civilians supporting Army business operations. Because of the depth and breadth of the services required to satisfy IT requirements, the Government seeks information and advice on how to incorporate gate criteria to eliminate lengthy pre-award evaluation timeframes and to provide these services in a manner that will result in, for example, appropriately-qualified personnel at a cost that provides best value to both the Government and the customer and in a manner that is flexible to the vendor, e.g., multiple contract suites that are narrower in scope breaking out high-level and low-level task areas. This is an RFI looking for innovative solutions in IT services and IT services contracts that will enhance the Army customer's (and possibly other DoD and federal agencies) ability to support their IT requirements. The Government is looking for a way of procuring services that could break out the services into different suites or catalogs in accordance with DoD Services taxonomy. The Government is also seeking vendor input regarding effective source selection evaluation criteria that could speed up the overall acquisition process and timeline. Additionally, the Army is re-imagining and re-branding CHESS and seeking vendor input on a name change other than ITES-4S. The intent of this RFI is to conduct market research enabling the government to determine best approach (e.g., relevant contract and support structures) for a follow-on contract vehicle to replace ITES-3S. The US Army is also seeking to understand industry interest and relevant capabilities in participation in the concept described above, and any and all feedback and comments via the attached questionnaire. This is a Request for Information only. This RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI. As such, this RFI is issued solely for informational and planning purposes and does not constitute any obligation on the part of the US Army. Not responding to this RFI does not preclude participation in any future RFP or solicitation, should one be issued. All submissions become US Army property and will not be returned.
