- This Notice of Intent is not a request for competitive proposals.� This is not a solicitation or request for offers. �No solicitation package is available and email requests will not be honored.� Only one responsible source and no other supplies or services will satisfy agency requirements.� The National Institutes of Health (NIH) intends to award a sole source IDIQ to�Progressive Recovery, Inc.�of��Dupo,� Illinois�to service fully functional Effluent Decontamination System (EDS) and Reverse Osmosis System (RO).�The National Institutes of Health as two fully functional Effluent Decontamination Systems under operation. The Fort Detrick Integrated Research Facility (IRF) located in Frederick Maryland is an operational Biomedical Safety Lab (BSL4) Facility and the Clinical Center (CC) located in Bethesda Maryland contains a Special Studies unit within the Patient Care Space that services waste isolated from this unit. The EDS in both facilities is designed to safely handle waste from the high containment BSL4 laboratories and Special Studies unit located within their respective buildings. The hardware in conjunction with the software that controls the EDS is a highly specialized system that requires proper service and maintenance from highly qualified individuals. This EDS installation is intended to safeguard the public by sterilizing all the waste on site. These systems are an integral component in the overall biological protection system on site and must operate with an extremely high level of uptime.�To achieve the required service levels, the systems must be operated, maintained, and serviced in a manner suitable for its critical function. To achieve this high level of reliability, the system must be serviced, maintained, and certified by qualified technicians. The NIH requires specialized critical service functions assessment be provided by factory trained and certified technicians. As these EDS are one of a kind, custom designed integrated system, optimum reliability must be maintained by the engineers and programmers who installed these systems.
