Description
21 March 2024: Solicitation is currently anticipated to be posted to SAM.gov in April 2024. No responses requested at this time. Work Location: The project work on this Multiple Award Task Order Contract (MATOC) will be performed at various locations in the following states within the Memphis (MVM) area of responsibility: Arkansas, Illinois, Kentucky, Mississippi, Missouri, and Tennessee. The U.S. Army Corps of Engineers (USACE) Memphis District (MVM) is seeking contractors with the capability to provide horizontal design and construction services which will be performed at various locations in the following states within the MVM area of responsibility. The total cumulative amount of the MATOC shall not exceed $99.5 million in contract capacity and the Government intends to award a target of five (5) Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. Individual task orders shall be awarded on a Firm-Fixed Price basis with a minimum guarantee of $2,500. Task orders under this MATOC may include providing design and construction services for miscellaneous civil works projects primarily within the Memphis District Area of Responsibility (AOR), in support of the Mississippi River and Tributaries (MR&T) Project. The MR&T Project consists of four major features to include levees and floodwalls, channel improvement and stabilization, tributary basin improvements, and floodways that work together to provide flood risk management and navigation, as well as foster environmental protection and enhancement. The Memphis District is responsible for maintaining approximately 1,200 miles of federal levees with multiple floodgates and control structures, 5 floodwalls, over 1,200 miles of tributary channels, 2 federal pump stations, and supporting maintenance of multiple non-federal pump stations within the Memphis area of responsibility. The North American Industrial Classification System (NAICS) code for work performed under this contract is 237990 � Other Heavy and Civil Engineering Construction, which has a small business size standard of $45 Million in average annual receipts. This solicitation is intended to be issued as Total Small Business Set-Aside (100%) with government intent to award up to five (5) Firm-Fixed Price IDIQ contracts. Solicitation is anticipated to be issued in April of 2024 Phase 1 Proposal due date: Anticipated thirty (30) days after solicitation posting date. The solicitation will follow the Two-Phase Design Build Selection Procedures using the Best Value Trade Off process. In Phase One, interested large or small business firms or joint venture entities (referred to as �Offerors�) shall submit specified performance capability proposals to demonstrate their capability to successfully execute horizontal construction requirements including Design-Build for Civil work projects to include the following types of projects: Pumping plant repairs and rehabilitation, levee gravel resurfacing, existing channel cleanouts, scour repairs along existing channels, floodwall concrete and joint repairs and floodgate repairs. The work on each task order will consist of furnishing all engineering and design labor necessary to develop detailed plans and specifications for construction per required USACE standards and then furnish all plant, labor, and materials for the completion of the construction work to be performed for each project. The Government will evaluate proposals in accordance with the Phase One evaluation criteria to determine which offerors will submit proposals for Phase Two. The Government intends to select a maximum of fifteen (15) of the most highly qualified offerors to submit Phase Two proposals. In Phase Two, the Government will evaluate proposals in accordance with the Phase Two evaluation criteria with the intent to award up to five (5) Firm-Fixed Price IDIQ contracts. The solicitation package, materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available electronically to download from Procurement Integrated Enterprise Environment(PIEE) the Web Site at https://piee.eb.mil. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for proposal preparation costs. Vendors seeking to do business with the Memphis District must complete a vendor registration on https://piee.eb.mil as you will be required to submit proposals through the PIEE Solicitation Module.
